• Any PR that adds one spec now walks 1151 and fails Untrusted Input Gate. feat(xilinx7): 7-series configuration packets as a .t27 spec (Closes #5608) #5609 is the first one seen.

Limitations

• The guard is unchanged. Narrowing its match to the re-take blocks is a separate change.

The idea is sound, and the note that 1150 matched only as a lesson number is a good catch. The guard's whole-file substring match deserves its own issue, as the PR body says.
