Adds AGENTS.md section 7: cron and skill cards live in specs/, which reader (site, Queen, host) can answer what, and the gaps open today (no HOST for the owner's Mac, dispatched workflows fire twice, three copies of the cards). Removes the duplicated "Law Reference" block.
