Owner, 2026-10-05: t27b must be written in .t27. This adds the rule to AGENTS.md next to "Own language first". New t27b logic starts as a spec and reaches Rust/Python only through t27c gen-*. A hand-written addition is debt: it names the spec that replaces it and links the port epic #6198. The current debt is listed with its wc -l sizes (master c532fca) so it can only shrink.
