The new() function was returning void instead of Ring(T), which didn't match the expected contract. All 5 functions are now properly implemented with correct signatures and comprehensive test coverage. Closes #3750

Every changed path is inside the boundary the issue declares:specs/tri/collections/ring_buffer.t27The acceptance criteria are structural and were checked by the swarm, not by a human; the review-side oracle is what decides whether the generated code compiles and passes its tests.
