specs/tri/encoding/xml.t27

The acceptance criteria are structural and were checked by the swarm, not by a human; the review-side oracle is what decides whether the generated code compiles and passes its tests.

- Add basic implementations to eliminate 'not yet implemented' errors - Update test format to use quoted test names as expected by acceptance criteria - Fix test inputs to use proper values instead of undefined default_input() Closes #3845
