Closes #3727

Opened from the bee branch queen-3727, which was pushed but never turned into a pull request. Every changed path is inside the boundary the issue declares:

  • specs/ml/transformer/norm.t27

The acceptance criteria are structural and were checked by the swarm, not by a human; the review-side oracle is what decides whether the generated code compiles and passes its tests.

…ons and optimizations

- init: Initialize layer norm state with phi-optimized parameters
- forward: Compute layer normalization with proper mean/variance calculation
- forward_strand: Strand-local forward pass with phi offsets
- backward: Compute gradients using proper backpropagation formulas
- backward_strand: Strand-local backward pass
- update: Update parameters using gradient descent
- normalize_vector: Utility function for vector normalization
- phi_init_gamma: Initialize gamma with phi-based pattern
- phi_init_beta: Initialize beta with phi-based pattern
- phi_normalize: Phi-optimized normalization with reduced numerical error
- create_strands: Create 3 strands for parallel processing

All functions include proper error handling and maintain existing test structure.

Superseded by #4289, which takes this branch's version of specs/ml/transformer/norm.t27 onto current master.

This pull request could not merge - mergeStateStatus: DIRTY - and a conflicted branch gets no required check, so it reported as waiting for CI. Rather than rebase it, #4289 carries the file, measured with a t27c built from master: it prints IMPLEMENTED with zero not yet implemented, and over the whole corpus NOPARSE goes 65 -> 61.

The work is yours; the branch is just no longer the way it lands.
