[5c] Serve the stale summary from the host #458
Description
Part of Phase 5 (#428) of the data layer plan.
getStaleSummary and stale flags in the outline; the stale notice uses them; settles whether outline stale flags ride in command replies or are refetched on onAnalysisChanged.
Done when: the stale notice shows the same counts as today's stale selectors, orphaned free translations included, from getStaleSummary and the outline's stale flags.
Depends on: 4c (#455).
