Add standalone GMSL/Argus stereo camera streamer - #1358
Add a standalone GMSL/Argus stereo streaming example under examples/camera_streamer. Operators can capture on a Jetson Orin and view on an NVIDIA workstation without installing the original robot stack:
One shared sender/receiver YAML per device/resolution, with common dimensions and TCP port. Supplied S56 profiles cover 2560×1984@30 and 1920×1080@60, with explicit installation, preview, send, receive and viewer instructions.
Protocol, reconnect, shared-profile and native sender tests under example-level tests/{cpp,python,hardware}, plus retained source provenance.
GMSL/Argus scope: upstream SHW5G testing and local S56 testing are documented separately; unrelated camera implementations are excluded.
The owners approved public review of this extraction. Existing LicenseRef-NVIDIA-Internal-Review annotations remain for imports without explicit upstream grants; maintainers should finalize licensing metadata before merge. This example is not included in Isaac Capture wheels.

Testing
Current workstation checks:
SKIP=check-copyright-year pre-commit run --all-files: passed.
clang-format-14 --dry-run --Werror on added C++ sources/headers: passed.
Receiver/shared-profile pytest suite: 35 passed.
Fresh isolated Orin sender build and 12 native tests passed, including both shared profiles.
Both receiver configuration dry-runs and launcher dry-runs passed.
Previously recorded hardware validation (see VALIDATION.md):
Orin native sender build and 12 native tests passed.
Orin → workstation stereo HEVC decoding and CUDA IPC consumption at 2560×1984@30 passed.
1080p60 remains a candidate profile; no CloudXR headset visual validation was performed for this extraction.
Checklist
I have run the linter and formatter with SKIP=check-copyright-year pre-commit run --all-files

Summary by CodeRabbit
New Features
Added a standalone Jetson camera-streaming example for sending GMSL camera video to a workstation, with hardware HEVC encoding, GPU decoding, and local CUDA IPC frame sharing.
Includes stereo and mono camera profiles, tools for launching the sender, receiver, and viewer, and options for stream selection and output format.
Documentation
Added setup, configuration, deployment, troubleshooting, and validation guides. Notes that TCP streaming is unauthenticated and some camera profiles require platform-specific settings.
Tests
Added automated checks for configuration, streaming, decoding, timing, frame handling, and connection recovery.
Component layout
Component directories now live directly under examples/camera_streamer/, without an intermediate visualization directory. Build paths, default-profile lookup, tests and license annotations follow the flattened layout. Reconfigure native builds after updating an existing deployment.

Walkthrough
Adds a standalone GMSL/Argus camera-streaming example. The sender captures and encodes frames, then transmits AVS1 records over TCP. The receiver parses and decodes those records, then publishes GPU frames through CUDA IPC. A consumer can subscribe to streams and display frames or record latency data. The change also adds shared configuration profiles, build and launch tooling, documentation, provenance and license metadata, and C++ and Python tests.

peer-supplied lengths are rejected before allocation. Follow the existing

unchanged for accepted records.

the semaphore before submitting each task and release it when the submitted
future completes, so the reader blocks when that stream reaches its in-flight

Synchronize on the second submission before releasing the first.
secondStarted is set before concurrent.submitRaw(...), and the fixed 50 ms sleep does not prove that the second call reached the assembler. The second thread can be descheduled after setting the flag, allowing the test to release and join the first submission without exercising concurrent collection or enqueue. A regression that removes the send serialization can therefore pass.
Use a synchronization point reached inside the second submission, rather than the pre-call flag and sleep.
