[Camera streamer 1/5] AVS1 protocol, shared camera configuration, and portable tests - #1389
Establish the AVS1 wire format and shared camera profiles before adding hardware-dependent streaming. Includes C++ serialization, Python parsing, configuration validation, output geometry, scheduling/alignment helpers, and portable C++ tests.
Part 1/5 of the split of #1358. Base: main. Review this PR against its selected base to see only this component. The original PR is retained for discussion/history; it has not been rewritten or closed.
Per maintainer approval, files missing an explicit grant now carry Apache-2.0 headers. The three Argus-derived helpers (EGLGlobal.h, EGLGlobal.cpp, and Error.h, introduced in part 2) retain BSD-3-Clause notices; the missing upstream notice in EGLGlobal.cpp has been restored. Temporary LicenseRef-NVIDIA-Internal-Review metadata has been removed. All five parts pass full pre-commit checks; the combined stack also passes 7 portable C++ tests and 47 Python tests after this licensing-only update. Merge in order, retargeting/rebasing each dependent PR as its parent lands.

Testing
Built on the x86_64 workstation without Jetson/CUDA libraries; all 7 C++ tests passed.
SKIP=check-copyright-year pre-commit run --all-files passed on this exact part. C++ additions were checked with clang-format-14.
Checklist
I have read the contribution guidelines.
I have run the full pre-commit checks.
Documentation matches the components available in this part.
Component tests are included where applicable; the viewer has CLI validation and awaits live operator testing.
Component directories now live directly under examples/camera_streamer/, without an intermediate visualization directory. Build paths, default-profile lookup, tests and license annotations follow the flattened layout. Reconfigure native builds after updating an existing deployment.
Summary by CodeRabbit
New Features
Added a camera-streaming example with mono and stereo profiles for supported resolutions and frame rates.
Added sender and receiver support for the AVS1 format, including timing metadata and validation of incoming records.
Added stream configuration options for encoding, resizing, capture, and network settings.
Documentation
Added setup guidance and a specification of the AVS1 record format.
Tests
Added hardware-independent checks for configuration, record validation, geometry, scheduling, and frame alignment.
The camera-streamer example gains standalone build and YAML configuration support, camera profiles, and capture and frame-policy utilities. It also adds AVS1 wire-record serialization in C++, parsing in C++ and Python, timestamp helpers, and a wire-format specification. C++ and Python tests cover configuration, policies, and AVS1 validation.
The remaining parser issue should be fixed before it handles untrusted records. With no production C++ caller established, the current merge risk is bounded.

Make validateStream enforce the same stream rules as the Python receiver.
The Python parser rejects these cases. validateStream accepts them in both the builder and the parser:
A rotation other than 0 or 180.
A present stream with sequence == 0.
An absent stream with a nonzero sequence.
WIRE_FORMAT.md defines all three rules. The sender can therefore emit a record that the receiver drops. Validate these rules at build time.

Reject overlapping or gapped payload ranges in the C++ parser.
WIRE_FORMAT.md says receivers must reject overlap and gaps. The parser checks only that each range lies inside the payload area. It also checks that the total of the sizes equals payloadBytes.
Two samples that share the same range, with a gap elsewhere, pass both checks. The Python parser rejects such a record.
Check that the offsets are contiguous in flat sample order. This is the order the builder uses. Add the check before the payload copy loop.

Validate the sample-descriptor layout in parse_avs1_record.
The parser checks only that each stream's sample range fits inside sample_count. It does not check that first_sample equals the running flat index. It also does not check that the stream sample counts add up to sample_count.
A record can therefore carry extra sample descriptors that no stream references. Their flags and payload fields are never validated. The C++ parser rejects this case.

Bound the per-stream sample count before samples.resize to prevent memory amplification.
The parser calls stream.samples.resize(streamSampleCounts[i]) before it checks the count against the stream type. The only guard is firstSamples[i] + streamSampleCounts[i] <= sampleCount.
A crafted record can set first_sample = 0 and sample_count = N on all N streams. The record then needs only about 112 * N bytes. The parser allocates about N * N * sizeof(Avs1SampleRecord) bytes before validateStream rejects it. For N = 16000, the record is about 1.8 MB and the allocation is tens of GB.
The Python parser rejects non-contiguous ranges and wrong counts before it uses them. Apply the same checks here, before resize.
