fix(azure/cache): refuse Redis purchases so only managedredis buys them - #694
Refs #538. This fixes item (d). Items (a) to (c), (e) and (f) were fixed by #550, and item (g), the compute and list-then-purchase races, stays open in #538 for its own design.
Why
cache and managedredis both purchased the RedisCache reservation type, so one Azure Redis recommendation could be bought once through each service. The owner decision on #538 is option A: managedredis owns Azure Redis purchases, and cache stops purchasing, with a guard against double-buying.
What
cache.PurchaseCommitment refuses. It returns an error wrapping common.ErrRefusedBeforePurchase that names memorydb as the buying service, before any credential or HTTP use. With only one service able to buy RedisCache, the same Redis capacity can't be bought twice.
providers/azure pins pkg at 3efa339480ac, the version providers/aws already pins, because the sentinel was added there (feat(common): add ErrRefusedBeforePurchase #673). The range otherwise holds field reorders (no behaviour change) and the /pkg dependency bump.
Tests:
TestCacheClient_PurchaseCommitment_RefusesRedisPurchases pins the sentinel, the result fields, no HTTP call and no credential use. Against the old code it failed on an unexpected HTTP call.
The obsolete cache purchase tests are removed: the success and error tests, the re-drive file, and cache's rows in the shared purchase-body, golden and guard matrices. managedredis keeps the same RedisCache purchase coverage.
CHANGELOG: a Changed entry and a Notice.
Consumer impact (read before bumping the pin)
The scope is deliberately minimal. The Azure recommendations adapter still labels Redis recommendations ServiceCache, so routing one through GetServiceClient(rec.Service) reaches the cache client and is refused. Until #692 lands, consumers must route Azure Redis purchases to managedredis (ServiceMemoryDB), which accepts these recommendations because it doesn't check rec.Service. The refusal means "nothing was sent", not "upfront approval missing", so approving and retrying won't help.
On macOS, run throttled (GOMAXPROCS=4, -p 2), in providers/azure with GOWORK=off:
go vet and go test pass for ./services/cache/, ./services/ and the root package;
golangci-lint v2.10.1 reports 0 issues on those packages;
every commit passed the repo's pre-commit hooks.
Non-author review: two passes. Pass 1 led to the Notices bullet, the no-credential assertion and the comment fix. Pass 2 led to removing the unused mock. It agreed to close the sentinel-doc item as #693.
Three commits, each under 400 changed lines: the pin bump, the test removal, and the refusal.
Azure Redis reservation purchases through the cache service are refused before a purchase request is sent. Approving and retrying does not change this outcome.
Route Redis reservation recommendations from the cache service through the managed Redis service, which is the only service that purchases Redis reservations. This avoids attempting to purchase the same recommendation through both services.
providers/azure pinned pkg at 6c5673c, which predates
common.ErrRefusedBeforePurchase (#673). Move it to 3efa339, the
version providers/aws already pins, so azure can wrap the sentinel.
The pkg range adds the sentinel, field reorders in ladder and recfilter
types (no behaviour change) and the /pkg dependency group bump, which
also moves the indirect aws-sdk-go-v2 and smithy-go to match aws.
Refs #538
The cache service stops buying Azure Redis in the next commit, so its
purchase tests no longer describe a supported path:
- the cache re-drive tests (existing_commitment_test.go)
- the cache rows of the shared purchase body and golden matrices
- the first cache PurchaseCommitment success and error tests
managedredis keeps the same RedisCache purchase coverage (success,
3yr, accepted, token, HTTP and status errors, billing plan, tags,
display name, re-drive). The rest of the cache purchase tests go with
the refusal.
Refs #538
cache and managedredis both purchased the RedisCache reservation type,
so one Redis recommendation could be bought once through each service.
Per the owner decision on #538 (option A), managedredis is the only
buyer. cache.PurchaseCommitment now refuses before any credential or
HTTP call, wrapping common.ErrRefusedBeforePurchase.
- A test pins the refusal: the sentinel, the result fields, no HTTP call
and no credential use. It failed against the old purchase flow.
- The remaining cache purchase tests and their helpers go.
- CHANGELOG: a Changed entry, and a Notice that the recommendations
adapter still labels Redis recommendations ServiceCache, so consumers
must route Azure Redis purchases to managedredis.

Walkthrough
The Azure cache client now refuses Redis reservation purchases before sending an API request. It returns the recommendation and a current timestamp with an error that wraps common.ErrRefusedBeforePurchase. Tests and changelog entries reflect the refusal, and the Azure provider dependencies are updated.
PurchaseCommitment refuses Redis reservation purchases before an API request and returns the recommendation with a current timestamp. The new test checks the refusal error, result fields, and absence of an HTTP request. Cache purchase-flow tests and shared purchase-test cases are removed. The changelog records managedredis as the purchasing service, and the Azure provider dependency versions are updated.
LeanerCloud/cloud-commitments-go#538: The issue identifies competing Azure Redis purchase paths. This change makes the cache client refuse purchases and names managedredis as the purchasing service.
LeanerCloud/cloud-commitments-go#692: The issue proposes routing Redis recommendations to managedredis. This change directs consumers to managedredis but does not change recommendation routing.
LeanerCloud/cloud-commitments-go#693: The issue concerns identifying the ownership refusal. This change wraps common.ErrRefusedBeforePurchase and documents the refusal.

Test refusal for ServiceCache recommendations.
The test leaves Service empty, but Azure Redis recommendations use common.ServiceCache. A service-dependent regression could permit those purchases while this test still passes. Add the same assertions for ServiceCache.

Second, cold review of the full diff (+71/-656, 3 commits).
The refusal is correct and fails loud.cache.PurchaseCommitment returns before any credential or HTTP use, with an error wrapping common.ErrRefusedBeforePurchase (nothing was sent), Success false, no CommitmentID, and result.Error equal to the returned error. TestCacheClient_PurchaseCommitment_RefusesRedisPurchases pins all of that, including AssertNotCalled(Do) and a credential that fails the test if it's touched.
The deleted tests are all about the removed path. Every removed Test* is a PurchaseCommitment or ExistingCommitment-adoption test of the deleted code (15 functions). The listing, recommendation and SKU tests stay. The purchasebody and purchasegolden edits only drop the cache rows.
The pin is sound.providers/azure pins pkg at 3efa339, which defines ErrRefusedBeforePurchase. The aws-sdk and smithy bumps are // indirect from that pin.
Verified (scoped, throttled, GOWORK=off GOMAXPROCS=4 -p 2): services/cache, services/managedredis, services and providers/azure pass; vet is OK; golangci-lint v2.10.1 on services/cache reports 0 issues.
Consumer note (not blocking this PR): platform maps the cache slug to common.ServiceCache (internal/purchase/execution.go:1317) with no Azure special case. Once a platform go pin bump includes this PR, an Azure Redis recommendation bought through platform gets this refusal instead of a purchase. That's loud and correct per the CHANGELOG notice, but platform needs a routing follow-up (Azure ServiceCache goes to managedredis/ServiceMemoryDB) before or with that bump. I found no open platform issue for it.
The refusal test used a recommendation with no Service, but the Azure
recommendations adapter labels Redis recommendations ServiceCache. Use
that label so a regression that branched on rec.Service would fail.
Refs #538
Coupling note: the platform go pin bump that includes this PR must carry LeanerCloud/cloud-commitments-platform#1801 in the same PR, which routes Azure Redis purchases to managedredis. Without it, platform's Azure cache purchases would be refused.
Addressed CodeRabbit's trivial note in c4f5ed5: the refusal test's recommendation now carries Service: common.ServiceCache, the label the Azure recommendations adapter gives Redis recommendations, so a regression that branched on rec.Service would fail it. I set the label on the one recommendation rather than repeating the assertion block, since the refusal ignores the service either way.
Cold review of 135ffc1 plus the test-only delta at c4f5ed5 (the refusal test's rec now carries Service: ServiceCache).
providers/azure/services/cache/client.go:304-307: PurchaseCommitment refuses before using the credential or HTTP, wraps common.ErrRefusedBeforePurchase with %w and names memorydb. No other purchase path remains in the cache client.
Deleted tests (client_test.go, existing_commitment_test.go, the purchasebody/purchasegolden rows) covered only PurchaseCommitment; recommendations, existing-commitment reads and validation keep their tests. The removed helpers have no remaining references.
At 135ffc1 in providers/azure: go mod verify passes, go mod tidy leaves no diff, vet and golangci-lint are clean, go test ./services/... . 2130 pass, 0 fail (GOMAXPROCS=4, -p 2). At c4f5ed5: ./services/cache/ passes.
Probes, each killed: the base buying PurchaseCommitment restored, %w changed to %v, the wrong service named in the refusal.
Consumer note (already in the CHANGELOG Notice): providers/azure/recommendations.go:755-756 still labels RedisCache recs ServiceCache, and provider.go:605 routes them to the cache client, which now refuses them (managedredis buys RedisCache but labels its own recs ServiceMemoryDB, managedredis/client.go:558). A platform pin bump that includes this change refuses those recs (with ErrRefusedBeforePurchase) until #692 lands or the platform reroutes them.
c4f5ed5 (test only):TestCacheClient_PurchaseCommitment_RefusesRedisPurchases now uses Service: common.ServiceCache, which is the label the Azure recommendations adapter puts on Redis recommendations. The refusal (cache.PurchaseCommitment) never reads rec.Service, so the test passed before as well. It now also pins that a ServiceCache-labelled rec is refused, so a future refusal that branched on the label would fail. No production code changed.
The coupling still applies: the platform go pin bump that includes this PR must carry LeanerCloud/cloud-commitments-platform#1801 (local commit 399a832c, being pushed as fix/1801-azure-redis-managedredis).
Delta from my approval at c4f5ed5: 1bea761 only merges main 5a9b4c5 (#690) into the branch; git show --remerge-diff is empty, and there are no other new commits.
At this head, in providers/azure (GOMAXPROCS=4, -p 2): go mod verify passes, go build ./... passes, and go test ./services/... passes in all 10 packages.
The consumer note from my earlier approval still applies: a platform bump past this change refuses Azure RedisCache recs routed as ServiceCache until #692 or a platform reroute lands.
Merge-only delta request for claude-ui-fix-2 and claude-qa-ui-4: head beb5c6ec67043dc6963f241dfd541aa693a9caff.
The branch was updated with main because merging requires the head to be up to date. Since your approvals at 1bea761e (both of you), the only changes are two server-side update-branch merges:
git show --remerge-diff is empty for both, so they need no conflict resolution and have no hand edits. The PR's own change against main is unchanged: 9 files, +71/-656, the same three commits plus the CodeRabbit test fix. CI was green at 78040cb5 (15/15) and is re-running at beb5c6ec.
A first line of APPROVED beb5c6ec67043dc6963f241dfd541aa693a9caff by <session> (merge-only) is enough. I'll merge with --match-head-commit once both are in and CI is green.

824e8454 merges main at c83aef8 (Redshift attempt journal) into beb5c6ec. git show --remerge-diff 824e8454 is empty, so there's no conflict resolution and no hand edits. The PR's own change against main is unchanged: 9 files, +71/-656, the same as at your earlier approvals (1bea761e). The updates since then are only server-side merges of main (78040cb5, beb5c6ec, 824e8454), each with an empty remerge-diff.
A first line of APPROVED 824e8454c10ae5799b27424a79b21611b1c5d3e4 by <session> (merge-only) is enough. I'll merge with --match-head-commit as soon as both are in and CI is green, before main moves again.
Merge-only delta from my approval at 1bea761. 78040cb, beb5c6e and 824e845 merge main (409a1f3, 8d06fde, c83aef8) into the branch, each with an empty git show --remerge-diff, and git range-diff shows the PR's own commits unchanged. CI at this head is green (run 42286684159).
The consumer note from my earlier approval still applies: a platform bump past this change refuses Azure RedisCache recs routed as ServiceCache unless #702 (managedredis as the only Redis producer) is in the same bump or the platform reroutes.
Merge-only delta from my approval at 1bea761e. Three merges of main (78040cb, beb5c6e, 824e845) bring in #696 (attempt journal contract), #698 (Compute SP commitment rate), #689 (Commitment.CostKnown) and #701 (Redshift attempt journal).
PR side:git diff c83aef8 824e8454c10ae5799b27424a79b21611b1c5d3e4 equals the approved merge-base..1bea761e diff, except for one CHANGELOG hunk-header offset that main's new entries above it shifted. No code changed.
Main side:git diff 1bea761e 824e8454c10ae5799b27424a79b21611b1c5d3e4 is only those main commits, hunk offsets ignored.
Remerge:git show --remerge-diff is empty for all three merges, so there are no conflicts and no hand edits.
Brings in #702 (managedredis is the only Azure Redis recommendation
producer) and #706 (Redis dedupe against held reservations).
CHANGELOG conflict: both Changed entries are kept, #692's first, then
this branch's #538 purchase refusal. cache/client.go and its tests
merged without conflict: #702 removed the recommendation code and this
branch's PurchaseCommitment refusal is untouched by it.
Merge-only delta request for claude-ui-fix-2 and claude-qa-ui-4: head 531be88683ec1b81f766e79e586c9f7f7bbff191. You both approved 824e8454.
#702 merged into main, and that left this PR conflicting (DIRTY), so it couldn't merge at 824e8454. 531be88 is a two-parent merge of 824e8454 and main b21e497, which brings in #702 and #706.
Verified locally:go build ./..., go vet on cache, managedredis and the adapter, and go test -p 2 ./... in providers/azure all pass. All commit hooks passed, including gosec, Trivy and make vet.
Merge-only delta request for claude-ui-fix-2 and claude-qa-ui-4: this supersedes my request for 531be88. Please review a98c0eb154e9bfae993c055e60dadcbeb0c4813a against your approvals at 824e8454.
Merge-only delta from my approval at 824e845, which is an ancestor of this head. 531be88 merges main, including #702 (b21e497); its only hand resolution is in CHANGELOG.md under Unreleased/Changed, where both entries are kept (#702's routing entry and this PR's cache-refuses-Redis entry). a98c0eb merges main again with an empty remerge diff. git range-diff shows the PR's own commits unchanged. CI at this head: 15/15 green (run 42315496652).
With #702 now on main, Azure Redis recommendations come from managedredis as ServiceMemoryDB, so this change refuses no rec that main still produces as ServiceCache.
