Summary

• Upgrade the private Trellis.AgentDocs.Packaging dependency from 0.1.0-preview.20 to 0.1.0-preview.22.
• Pin the matching AgentDocs CLI version in all three package READMEs and the usage reference.
• Recommend dotnet restore --force before synchronizing guidance, and explain why the new freshness checks need NuGet's successful-restore checkpoint even when the resolved graph is unchanged.

The helper remains a private, build-only dependency. Runtime dependencies, public SLI APIs, metric names, tags, and millisecond units are unchanged.

Validation

• Packed all three SLI libraries and ran build\test-guidance-packages.ps1: strict guidance validation, payload hashes, version-pinned installation examples, and absence of consumer targets or publisher-only dependency leaks all passed.
• Exercised the published CLI through 43 successful consumer-workflow steps, including explicit approval, repeat synchronization, a fresh clone with a different package cache, upgrading CLI context from preview.20 to preview.22, edited-file protection, approval revocation, and safe removal.
• Ran the exact published AgentDocs source suites on Windows: 438 passed, with three platform-specific skips. The same published revision's Linux CI also passed.
• PR CI passed after one rerun. The first attempt exhausted the existing generator test's virtual-time progress bound; the generator implementation and tests are unchanged in this PR.
