Add Cloud dashboard artifact support to
@openuidev/lang-core: configure dashboard generation, dispatch customer data tools, and run stored scripts through the sandbox tool-result loop. Reorganize the Cloud entry point, document the API, and include the lang-core release changeset. This is the first PR in a two-part stack. The React renderer, artifact identity, and navigation changes are in #1242, based on this branch.
Validation: all 114 lang-core tests pass. The combined stack has exactly the same tracked files as the original PR before splitting; no implementation changes were introduced by the split.
