[2b] Serve book outlines and segment pages from the host #436

Closed

Description

@imnasnainaec

Part of Phase 2 (#425) of the data layer plan.

getBookOutline and getSegments (text), addressed by source project and taking the WebView's boundary delta, with page-fetch latency marks; the segment list, height prediction and chapter list read them.

Done when: the segment list view loads by outline and segment pages, and they match main's rendered book, orphaned free-translation cards included, which the WebView still places from its draft until 3k, with custom boundaries, after a boundary edit and after a Scripture edit.

Depends on: 2a (#435).
