Data layer phase 6: Re-measure #429
Description
Phase 6 of the data layer plan.
WebView sees: Nothing. Releasable because: measurement only. Needs: Phase 5 (#428), #407 (done).
Scope
Rerun the #407 performance baseline.
Done when: the large tier loads in the app. Today it can't, because its draft is 133 MB on the wire, over core's 100 MiB WebSocket message cap (MAX_WEBSOCKET_PAYLOAD_BYTES).
