Internalize contract key maps behind Grape::Util::InheritableSetting accessors

Continues (and completes the key-conversion phase of) the InheritableSetting cleanup from #2795–#2803: the Dry::Schema key maps registered by contract blocks are now recorded and read through intention-revealing accessors on Grape::Util::InheritableSetting.

New accessors on InheritableSetting

Notes:

• Converted call sites: Validations::ContractScope (write) and DSL::Declared#declared (read, feeding DeclaredParamsHandler). The namespace_stackable[:validations] write in ContractScope is left as is — Internalize params state behind Grape::Util::InheritableSetting accessors #2797 converts it.
• Storage under the raw key is unchanged, so to_hash output and any external readers see the same values; the raw key should now be considered internal.
• With this and the sibling PRs (Internalize params state behind Grape::Util::InheritableSetting accessors #2797–Internalize namespace and mount-path registrations behind Grape::Util::InheritableSetting accessors #2803) merged, no code outside InheritableSetting indexes into namespace_stackable for any semantic key anymore, clearing the way for a follow-up that narrows the visibility of namespace_stackable / namespace_stackable_with_hash.
