Apply the combined Dependabot updates from rescript-lang#1461, rescript-lang#1469, and rescript-lang#1475 to v13. Update Vite to 8.3.3, fast-uri to 3.1.9, and ip-address to 10.7.5 while preserving the v13 compiler dependencies.

Apply the same combined dependency updates as #1479 to
v13:Preserves the branch's ReScript v13 compiler and bindings. The original Dependabot PRs target
v12; #1479 replaces them there, and this PR brings the same updates tov13.Validation: manifest formatting,
git diff --check, and lockfile consistency checks passed, including workspace dependency ranges and all changed transitive resolutions. Local dependency installation and builds are blocked by denied access to the user Yarn configuration; full build and browser validation are left to the PR CI.
