Combine Dependabot updates from rescript-lang#1461, rescript-lang#1469, and rescript-lang#1475 for v12. Update Vite to 8.3.3, fast-uri to 3.1.9, and ip-address to 10.7.5 while preserving the branch compiler dependencies.

Bundle the three open Dependabot updates for
v12so they can be reviewed and validated together:Preserves the branch's ReScript v12 dependencies. Corresponding
v13bundle: #1480. Supersedes #1461, #1469, and #1475.Validation: manifest formatting,
git diff --check, and lockfile consistency checks passed, including workspace dependency ranges and all changed transitive resolutions. Local dependency installation and builds are blocked by denied access to the user Yarn configuration; full build and browser validation are left to the PR CI.
