Summary

Closes #12.

Adds structured GitHub Issue Forms for reproducible bug reports, feature requests, and scoped tasks. The forms collect SDK-specific diagnostics, concrete API proposals, acceptance criteria, scope boundaries, and validation plans.

Adds a focused pull request template and local commit automation:

• Husky pre-commit hook
• lint-staged linting for staged TypeScript files
• Development test and consumer-validation scripts
• Updated development tooling and lockfile

Labels and issue types remain GitHub sidebar metadata rather than duplicated in the PR body.

Reviewer Notes

The bug form requires a minimal public reproduction URL and exact package/platform versions. This intentionally favors actionable SDK defects over vague reports.

Superseded by #24. The issue forms and pull request template are now on that branch. Husky and lint-staged are not carried over because the repo already uses pre-commit with Commitizen. The toolchain bumps in this PR are covered by #23 and #24, which also move the JavaScript SDK peer off ^10.
