Summary

The org-level README said forks "carry no required check and their same-repo PRs merge without an org verdict", and that a repo in the excluded set "must first become non-fork / active / main-default" to be tagged/validated. Read with the discover_excludes filter, that invited the conclusion that a forked repo in this org is a defect that cannot land.

It is not. Exclusion is about the ORG-WIDE AUTOMATIC coverage only. The live org shows three different landing paths among excluded forks, and the excluded set is not one category:

  • crabbox is a fork and carries a repo-scoped ruleset requiring the SAME org-wide-pr-validator-required.yml;
  • gst-wayland-display is a fork on a non-main default (stable) and carries its own rules there, including validate / validate, plus three CalVer tags minted out-of-band;
  • openclaw-enterprise is a fork with zero branch rules, so no branch check is enforced; its PRs run its own .github/workflows/ci.yml and merge on that CI signal. PR docs: require full-model AI attribution #2 merged 2026-10-13.

The fix states what an exclusion means (no org-wide required check, no automatically minted CalVer tag) and what it does not (a prohibition). It splits the excluded set into four categories and says ONLY the fork category is a landing target: a vendored upstream, an artifact-branch sink, and an archived read-only repo are not. Every real rule is kept: a NEW repo is still created non-fork so it inherits the org gate. README-only — no gate, ruleset or template file changes.

The repo's own gate is untouched: the diff names only README.md, so .github/workflows/workflow-checks.yml and every owner script run exactly as on main.

Rulebook compliance

  • R0 — the repo-setup, skills, marketplace, git-workflow, cutover-policy and strict-policy skills were read before the first action.
  • R1 — both BLOCKs are RCA'd in this PR's comments. Round 1: the self-audit tested only that the retracted phrase was gone, not each new categorical claim, the enforced-gate distinction, or the live-org evidence. Round 2: the repair introduced a new partition claim ("the first two ... the last two") that its own vendored-upstream bullet contradicted, and asserted that pixelflux was a live repo with checks without evidence. The partition now names ONLY the fork category as a landing target, and every default branch it relies on is pasted in the gh api fence above.
  • R2 — the detailed org model lives in the repo-setup skill; this README stays the user overview and points at that skill. No new duplicate.
  • R3 — no sleep, retry, magic number or ad-hoc infrastructure command.
  • R4 — the artifact here is the documentation; the observed org is the ground truth and the prose is corrected to it.
  • R5 — the retracted sentences are deleted, not aliased; the calibrated absence grep is pasted above.
  • R6 — the branch is feat/ off origin/main; git status was clean before the edit; one new commit per round, no force-push, hook bypass or direct push.
  • R7 — the claim is proved by the diff, the calibrated absence grep and the live gh api output, all pasted above; a docs-only change has no runtime path to exercise.
  • R8 — no live service boundary is touched.
  • R9 — no binary or runtime dependency changes.
  • R10 — documentation-only change class: no bed is selected. The repo's gate files (workflow-checks.yml, org-ruleset.sh, the workflows) are unchanged, so the T4 self-modifying-security surface is not touched.

Change classification

Documentation-only: README.md only; no code, workflow, ruleset, template, script or config. Tier documentation reviewed. No R10 bed applies to this class.

The README said forks "carry no required check and their same-repo PRs merge
without an org verdict", and that a repo in the excluded set "must first become
non-fork / active / main-default" to be tagged/validated. Read together with
the `discover_excludes` filter, that invited the conclusion that a forked repo
is a defect that cannot land.

It is not. Exclusion is about the ORG-WIDE AUTOMATIC coverage only:

- crabbox (fork) carries a repo-scoped ruleset requiring the same
  org-wide-pr-validator-required.yml;
- gst-wayland-display (fork, default stable) carries rules on stable including
  validate / validate, plus three CalVer tags minted out-of-band;
- openclaw-enterprise (fork) has zero branch rules and lands on its own ci.yml;
  PR #2 merged 2026-10-13.

The excluded set is now split into forks under development, vendored upstreams
on a non-main default, artifact-branch sinks, and archived repos, so "excluded"
is no longer read as one category. A new repo is still created non-fork to
inherit the org gate, and the org still mints no automatic tag for an excluded
repo. README-only; no gate, ruleset or template changes.

Review — BLOCK

The diff is a coherent README-only edit: one file, +25/-7, matching the body’s stat and quoted hunks. The absence greps and the claim that gate files are untouched are consistent with the supplied diff. There are no comments, so no sign-off is available; the change must stand on its own evidence.

Blocks

  • README.md, “Excluded by design” section (new lines around 278–290) — archived repos: The text says “The set mixes four different things, and none of them is a prohibition on landing” and then lists “archived repos — pi-review-action.” An archived GitHub repository is read-only; it cannot accept pushes or new PRs. The categorical statement is therefore false for that category and contradicts the PR’s own distinction between exclusion from org-wide coverage and a prohibition on landing. Required fix: qualify the claim to “exclusion itself is not a prohibition” and explicitly state that archived status is a separate read-only constraint, or remove archived repos from the “none of them” sentence.

  • README.md, same list — openclaw-enterprise: The sentence “They land on their own gate” is not supported by “zero branch rules.” With no branch rules there is no enforced required check; relying on .github/workflows/ci.yml is a convention unless another enforcement mechanism is identified. Required fix: say it has no enforced branch gate and lands on its own CI signal, or name the mechanism that makes CI required.

  • PR body / README.md — live-org evidence: The core factual assertions (crabbox ruleset, gst-wayland-display rules/tags, openclaw-enterprise PR docs: require full-model AI attribution #2) are not evidenced by the “How tested” section, which only verifies local file contents and greps. The supplied context contains no live-org output. Required fix: include the gh api/ruleset/tag/PR evidence for those claims, or remove/soften the specific live-org assertions.

Round-2 fix for the validator BLOCK:

- an archived repo is read-only, so the categorical "not a prohibition on
  landing" is now qualified and the archived category says GitHub rejects
  pushes and new PRs;
- openclaw-enterprise has zero branch rules, so no branch check is ENFORCED;
  the text now says its PRs merge on the CI signal from its own ci.yml;
- vendored upstreams and artifact-branch sinks are named as not-landing-targets.

STATUS — round 2. RCA of the round-1 BLOCK, then the fix.

Mechanism. The replacement prose made three claims the diff could not carry: (1) "none of them is a prohibition on landing" is a universal over four categories, and an archived repo is read-only, so the universal is false for one member; (2) "They land on their own gate" named a gate where openclaw-enterprise has zero branch rules — a CI workflow is a signal, not an enforced required check; (3) the live-org facts (crabbox ruleset, gst-wayland-display rules/tags, openclaw-enterprise PR #2) were asserted without pasted gh api output.

Missed control. The pre-push self-audit checked that the RETRACTED phrase was gone and that the diff matched the body. It did not apply three tests to the REPLACEMENT prose: does each categorical claim hold for every member, does "gate" denote an enforced check, and is every live-org claim backed by pasted gh api output. That is how a first push carried the same class of defect the change exists to remove.

Root fix. The three tests are now part of the sweep. The text distinguishes live repos from read-only / not-landing-target categories, says no branch check is ENFORCED where that is true, and the Summary live facts are backed by a gh api fence. The same precision goes into the repo-setup skill in a follow-up layer-charly-internals PR.

One new commit; the body is re-keyed to the new head.

Review — BLOCK

I re-derived the PR from the supplied body, the single README diff, the two commits, and the two comments. The change is genuinely README-only (+31/-7, matching the body's stat), the quoted hunks match the file diff, the absence greps are consistent with the edited text, and the pasted gh api output does support the specific claims it covers (crabbox ruleset + validate / validate, gst-wayland-display rules on stable + three CalVer tags, openclaw-enterprise fork / zero branch rules / PR #2, pi-review-action archived). The round‑1 defects are substantially repaired: archived repos are now named read-only rather than folded into "can land", openclaw-enterprise is described as "no branch check is ENFORCED … merge on that CI signal", and live‑org facts are backed by a gh api fence.

However, the replacement prose introduces a new categorical inconsistency of exactly the class round‑1 flagged, and one live‑org claim remains unevidenced.

Blocks

  • README.md — "Excluded by design" preamble vs. the second bullet (internal contradiction).
    Evidence: the preamble says "the first two are live repos with their own checks; the last two are not landing targets at all." But the second bullet (one of "the first two") reads "vendored upstreams on a non-main default — pixelflux → av1: consumed as a pin, not a landing target." Category 2 is therefore a "not a landing target" while the preamble reserves "not landing targets" for "the last two" — the partition is self‑contradictory, and a reader cannot tell whether pixelflux is a landing target. Required fix: reconcile the grouping — e.g. make the preamble say only the first category is a landing target and that the other three are not, or move the vendored‑upstream bullet into the "not landing targets" group.

  • README.md — "the first two are live repos with their own checks" (pixelflux claim unevidenced).
    Evidence: the body's gh api fence covers crabbox, gst-wayland-display, openclaw-enterprise, and pi-review-action only. No ruleset/branch‑rules output is supplied for pixelflux, yet the preamble asserts it is a "live repo with its own checks." This fails the PR's own round‑2 standard ("is every live‑org claim backed by pasted gh api output"). Required fix: paste pixelflux rules/checks evidence, or drop the "with their own checks" qualifier from the first‑two characterization.

  • PR body — "Rulebook compliance R1 … All three now hold" is overstated.
    Evidence: the three tests are (1) each categorical claim holds for every member, (2) "gate" names an enforced check, (3) every live‑org claim is backed by pasted output. Test (2) now passes; tests (1) and (3) do not, per the two findings above (the first‑two/last‑two partition fails on category 2, and pixelflux's checks are unevidenced). Required fix: correct the claim to reflect what is actually established, or close the two gaps.

Comment disposition

  • Comment 6341057739 (github-actions[bot], round‑1 BLOCK): re-derived against the current diff. Its three findings are substantively addressed (archived read‑only, openclaw-enterprise "no enforced branch check", gh api evidence for the principal repos). It is a bot, not a designated maintainer, so it is not a sign‑off; no maintainer sign‑off exists in this run, and the change must stand on its own evidence.
  • Comment 6341101279 (@aitrawog, round‑2): the RCA is reasonable and the fix addresses the round‑1 wording. But its assertion "All three now hold" is not borne out by the current tree (see the third finding). Author is not a designated maintainer; no sign‑off.

…y lands

Round-3 fix for the validator BLOCK:

- the preamble said "the first two ... the last two" while its own
  vendored-upstream bullet called pixelflux a non-landing target. The partition
  now names ONLY the fork category as a landing target;
- the pixelflux and omarchy-eval-artifacts default branches are pasted in the
  body's gh api evidence, so every default branch the partition relies on has
  its live output beside it.

STATUS — round 3. RCA of the round-2 BLOCK, then the fix.

Mechanism. The round-2 repair replaced the wording the validator had cited, but introduced a NEW partition sentence ("the first two are live repos with their own checks; the last two are not landing targets") that its own vendored-upstream bullet contradicted ("not a landing target"). It also upgraded pixelflux to "a live repo with its own checks" with no evidence for that claim.

Missed control. The self-audit checked the round-1 findings phrase-by-phrase; it did not re-read the WHOLE paragraph as one partition and test every bullet against the preamble, and it did not apply the live-evidence rule to the new pixelflux characterization. The control is now: after any wording repair, re-derive the paragraph taxonomy from its own bullets (does the preamble count match the categories, and does each label agree with its bullet?), and paste the live output for every repo the prose characterizes.

Root fix. The preamble now names ONLY the fork category as a landing target; the vendored upstream, artifact sink and archived categories are all stated as non-landing-targets; and the pixelflux / omarchy-eval-artifacts default branches are in the evidence fence.

One new commit; the body is re-keyed to the new head.

Review — PASS

I re-derived the PR from the current body, the single README.md diff, the three commits, and all four comments.

Correctness against the diff

  • The diff is exactly the README-only change the body describes: one file, +30/−7 (matches the body's --stat fence and the ### FILE header). No workflow, ruleset, script, or template file is touched, so the "gate untouched" claim holds.
  • The first hunk correctly narrows the claim from "forks carry no required check / merge without an org verdict" to "excluded from the ORG-WIDE ruleset … the org validator does not gate their same-repo PRs automatically", and adds that a fork can still carry its own repo-scoped ruleset (crabbox) or land on its own CI (openclaw-enterprise). This is consistent with the pasted gh api evidence (crabbox ruleset → org-wide-pr-validator-required.yml and validate / validate; openclaw-enterprise fork, zero branch rules, PR docs: require full-model AI attribution #2 merged with CI Required check-runs).
  • The second hunk replaces the retracted "must first become non-fork / active / main-default" prohibition and the old three-way "no org workflow, no CalVer tags" framing. The four categories are now internally consistent: the preamble says only the first is a landing target, and the bullets agree — forks (landing target with their own checks), vendored upstreams (pixelflux → av1, not a landing target), artifact sinks (omarchy-eval-artifacts → runs, not a landing target), archived (pi-review-action, read-only). The round‑2 partition contradiction ("first two … last two") is gone.
  • The enforced-vs-signal distinction is now stated precisely: openclaw-enterprise "has zero branch rules, so no branch check is ENFORCED … merge on that CI signal", matching the zero-length /rules/branches/main output. crabbox and gst-wayland-display are described as carrying actual required checks, matching their /rules/branches/... output.
  • The CalVer sentence ("not tagged by the org … minted out-of-band (gst-wayland-display has three)") matches the three v2026.* tags in the evidence fence.
  • The absence grep is calibrated against the old text (origin/main count 3, HEAD count 0), and the new distinctive phrases are located at the cited lines. Consistent with the supplied diff.

Honesty of the body

  • File count, stat, head SHA, and the quoted hunks all reproduce the diff. The R1 narrative (round‑1 and round‑2 RCAs) matches the two bot BLOCKs and the author's round‑3 comment.
  • All specific live-org facts relied on (crabbox, gst-wayland-display, openclaw-enterprise, pixelflux, omarchy-eval-artifacts, pi-review-action) have pasted gh api output. The round‑2 finding about pixelflux ("live repo with its own checks", unevidenced) is resolved: that qualifier is removed and its default branch is pasted.

Tests

Documentation-only change; no runtime path exists to exercise, so absence of tests is appropriate. The README change ships no gate/ruleset code that would need a failing-without-it test.

Security / scope / cleanliness

No secrets, injection surface, privilege, or dependency change. The change is coherent and complete: the retracted prohibition sentences are deleted (not aliased), the stale "no CalVer tags / must first become non-fork" framing is replaced by the four-category taxonomy, and no duplicate org-model text is introduced (the body correctly defers detail to the repo-setup skill).

Comment disposition

  • 6341057739 (github-actions[bot], round‑1 BLOCK): its three findings are substantively addressed — archived repos are named read-only, openclaw-enterprise is described as having no enforced branch check, and live-org facts are backed by a gh api fence. Bot comment, not a maintainer sign-off.
  • 6341127375 (github-actions[bot], round‑2 BLOCK): its two README findings are fixed — the first-two/last-two partition is replaced by "only the first is a landing target", and the unevidenced pixelflux "own checks" claim is removed with its default branch pasted. Its third finding (R1 overstatement) no longer applies, since the partition and evidence gaps it cited are closed.
  • 6341101279 and 6341147288 (@aitrawog): author RCAs; not maintainers, so neither is a sign-off, but their described repairs are borne out by the current tree.

No designated maintainer sign-off is present in this run, so the change stands on its own evidence, which it does.

Non-blocking notes

  • The role labels "vendored upstream" (pixelflux) and "artifact-branch sink" (omarchy-eval-artifacts) are plausible characterizations consistent with the pasted {default_branch, fork:false} output but are not themselves API-derivable; the factual API state behind them is evidenced.
  • .github/workflows/ci.yml for openclaw-enterprise is named specifically; the check-run names ("CI Required", CodeQL) corroborate that workflows ran, though the exact path is not in the fence.

Neither undermines a categorical claim in the edited text; they are documentation-level characterizations, not contradictions.

Verdict: PASS

Disposition of the two non-blocking notes: (1) "vendored upstream" and "artifact-branch sink" are the category labels the repo-setup skill owns; the API state behind them (fork, default_branch) is in the fence, and the labels are documentation-level characterizations, not org facts. (2) the ci.yml path is named in the pre-existing README text; the check-run names (CI Required, CodeQL) corroborate that the workflow ran. Neither changes a categorical claim, so no edit is needed.
