Three spells have an "at higher levels" rule in the SRD but nothing in
higher_leveland no slot options. Added both, following the existing patterns.
target_count5–7New option pks are 10734–10752 (above the current max). Easy to renumber if those collide.
quicksetup+pytestpass (93), with the other PRs applied too.
