Port the atlas-cli git-version.sh single source of truth (CLOUDP-453179 / build/package/git-version.sh, which accepts both the legacy mongocli/vX.Y.Z tags and the new bare vX.Y.Z tags (newest wins, other tools' tags excluded).

…g_prefix Drop the goreleaser monorepo tag_prefix so bare vX.Y.Z tags drive releases (twin of CLOUDP-453185 / #4837), switch scripts/release.sh to the vX.Y.Z tag format and update RELEASING.md. No git_tag_aliases change needed: this project defines none, so git_tag_only variants trigger on any tag.

… key Twin of CLOUDP-453186 / #4838: download the OSS goreleaser release (v2.18.2, with retries as fixed in CLOUDP-456003) instead of the Pro tarball, drop the goreleaser_key expansion and GORELEASER_KEY export, bump the config to version: 2 (--clean instead of the removed --rm-dist, drop the removed rlcp field). The remaining v2 error (prebuilt builder) is removed by PR mongodb#140, which must merge first.

1. Centralize git tag version logic
