Replace the dedicated windows-vsCurrent-small buildvariants (package_msi / go_msi_snapshot / release_mongocli_msi) with a single Windows host spawned via evergreen's host.create from the package_goreleaser task, mirroring the Atlas CLI release pipeline. - package_goreleaser now creates the Windows host up-front and goreleaser cross-builds the windows binary (prebuilt builder dropped) - windows_notarize.sh runs as a goreleaser post hook and signs the exe - new windows_build_msi.sh uploads the msi payload to the spawned host, builds the MSI there with go-msi, and signs it with jsign - build/package/wix/mongocli.json moves to build/package/msi/wix.json next to the new msi/generate-msi.sh, matching the atlas-cli layout - download-win-binaries.sh and the unsigned S3 round-trip are removed

… key Twin of CLOUDP-453186 / #4838: download the OSS goreleaser release (v2.18.2, with retries as fixed in CLOUDP-456003) instead of the Pro tarball, drop the goreleaser_key expansion and GORELEASER_KEY export, bump the config to version: 2 (--clean instead of the removed --rm-dist, drop the removed rlcp field). The remaining v2 error (prebuilt builder) is removed by PR mongodb#140, which must merge first.
