fix(core): docusaurus serve keeps the baseUrl with encoded clean URL paths - #12916
With a baseUrl, docusaurus serve drops it for paths with an encoded .html or /index:
/base/missing%2Ehtml redirects to /missing, then to the homepage.
/base/folder%2Findex redirects to /folder, then to the homepage.
serve-handler decodes the path before its cleanUrls redirect, which doesn't know the baseUrl. Our own clean URL redirects match the raw path, so these encoded paths reach serve-handler.
docusaurus serve now turns cleanUrls off for every path whose decoded form ends with .html or /index, so serve-handler never redirects them. These paths answer 404, and existing .html files are still served as-is, as before. The decoded path never ends up in a Location header, so these paths can't redirect to another host.
Only hand-typed URLs send these paths: browsers and Docusaurus links never encode . or /.
Test Plan
pnpm test packages/docusaurus/src/commands/serve. The TODO fix test from meta/docusaurus#12910 is flipped, and a new test covers the /index case. No snapshot row changes.
Corrected handling of URL paths with encoded .html or /index suffixes. These requests now return the standard 404 response instead of being treated as clean-URL redirects.
Requests with malformed percent-encoding continue to follow the server’s existing error handling.
The request handler now checks decoded path suffixes when configuring cleanUrls. Tests cover missing paths with encoded .html and /index suffixes.

Summary
Suffix detection and missing-path responses packages/docusaurus/src/commands/serve/requestHandler.ts, packages/docusaurus/src/commands/serve/__tests__/requestHandler.test.ts
The handler checks the decoded pathname, excluding query strings and fragments, for a terminal .html or /index. If decoding fails, the helper returns false. Tests expect 404 404.html for missing paths with encoded .html and /index suffixes.
meta/docusaurus#12901: Both PRs address serve-handler redirects that drop baseUrl after path decoding. #12901 fixes encoded-slash redirects and documents the encoded .html clean-URL redirect addressed here.
Merge Risk: Minimal · up to 363e9
The change prevents the targeted encoded-path redirects. The trailingSlash:true edge case already exists and can be addressed separately; no new merge-blocking regression was established.

Skip trailing-slash redirects for missing encoded suffixes.
With trailingSlash: true, /base/missing%2Ehtml receives a 301 to /base/missing%2Ehtml/ instead of a direct 404. Check for encoded clean-URL suffixes before trailing-slash normalization, while preserving existing .html file handling.
