Summary

• move the internal manager Todo-detail and delivery-history owners into loopx/chat/
• update Chat manager, manager-context, periodic-report, focused tests, and the two sentinel fixtures to use the new package paths
• remove the old top-level module entries without compatibility shims and lower the top-level module budget from 134 to 132

This is an ownership/package-boundary improvement for the accepted small-kernel M1 path. It does not claim a runtime-performance improvement.

Validation

• 298 passed, 1 deselected across the focused manager, control-plane, capability, and architecture tests
• 6 passed for packages/loopx-jev/tests/test_sentinel.py
• Ruff passed on all changed Python sources and tests
• source import resolution confirms the new modules and the absence of the legacy entries without site-package path extension
• an isolated built wheel imports both new modules and contains neither legacy module
• a real ManagerInspection Todo read against the registered loopx-product source returned the exact active Todo
• diff-scoped semantic advisory reported no supported new vocabulary carriers
• standard exact-head premerge passed against origin/codex/small-kernel-m1-chat-slice2-20261102 (8/8 selected canaries, all direct checks passed)

The first focused run also exposed an existing base mismatch in test_trusted_manager_profile_rejects_endpoint_that_cannot_enforce_it: the test expects “Codex endpoint” while the unchanged implementation now says “Codex or Antigravity endpoint.” The clean focused result above deselects only that unrelated assertion; this PR does not modify either side of it.

Review boundary

PR #7896 has been integrated into this branch's target, so this proposal is rebased onto that exact integration head. This changes runtime/control-plane-adjacent behavior ownership and remains subject to maintainer review and merge authority; it must not be self-merged.
