Pin the direct secret scanner caller to cicd-suite at 4404c3c0474e17753fe7689f3485c02890aac113, retain full-history scans and the required scan / gitleaks context.
Remove legacy actions permission and inherited secrets; the replacement requires contents: read only and no caller secrets.
Add the reusable workflow’s pinned checkout edge and dependency record to actions.lock. gh actions-lock does not discover this remote job-level edge, so regeneration alone is not closure proof.

GitHub Actions: Static Analysis Gate / Hypatia neurosymbolic scan: ci: migrate secret scanner to bounded suite
Updated the automated security-check workflow to use a pinned shared workflow. The job now runs without inheriting secrets and uses revised execution settings and context requirements. These changes affect the project’s automated checks; no end-user-facing product changes are included.
The secret-scanner job now calls a pinned reusable workflow from hyperpolymath/cicd-suite. The job no longer inherits secrets and sets fast-pr to false. Comments describe the caller context and checkout edge for actions.lock.

Summary
Configure the secret scan workflow .github/workflows/secret-scanner.yml
The job calls the pinned hyperpolymath/cicd-suite workflow, sets fast-pr to false, removes secrets: inherit, and adds comments about caller context and the checkout edge for actions.lock.
The new scanner can fail the required check on branches that predate this migration. It also has a narrow blind spot for secrets introduced only in merge-conflict resolution. Resolve or explicitly accept both before relying on this check as a full-history control.

Secret Scanner PR run 41227374398 passed scan / gitleaks, scan / rust-secrets and scan / shell-secrets. GitHub job-step results show successful complete-ancestry checkout, pinned suite verification and Gitleaks installation, real detector controls, the both-populations scan, and both subject-binding receipt verification steps. The pinned workflow uses SCAN_MODE=full with fast-pr: false; its check.sh runs tree and history passes. The log download endpoint was unreachable from this sandbox (EOF), so individual log lines, counts, and receipt contents could not be independently inspected here. These are API step conclusions and source-contract evidence, not a downloaded log transcript.
The first head exposed a Hypatia lock-parser error on a comment inside the lock; the second commit moved the explanation to the caller. The latest Hypatia annotations no longer report a lock error, but the job still fails with 6 critical findings. Dogfood Gate fails DEED and K9 validation. Static Analysis Gate fails Hypatia. Rust CI, Governance, and Hypatia Security Scan report workflow failures with no jobs exposed; exact cause not established. CodeRabbit and Semgrep were pending when checked.
Do not merge yet. Investigate remaining failures and pending checks without bypass; verify the actual main push run after any eventual merge. No main run or merge SHA exists for this PR yet.

Resolve the scanner pin from the running workflow.
On a PR whose head predates this migration, GitHub runs the caller from the merge commit. The reusable reads jobs.scan.uses from the older PR head instead, so it rejects the legacy pin and fails the required check. A later pin update can similarly select an older scanner implementation. Pin a reusable workflow that resolves its own SHA from job.workflow_sha. (raw.githubusercontent.com)

Include merge-commit changes in the history scan.
The pinned scanner passes --all to Gitleaks, which runs git log -p without a merge-diff option. If a credential is introduced during merge conflict resolution and then deleted, neither the history scan nor the current-tree scan detects it. Pin a corrected reusable workflow that includes merge diffs, such as --diff-merges=first-parent. (raw.githubusercontent.com)
