Two files here cited "trios CLAUDE.md, law L0" for the rewrite goal — QueenRoadmap.tsx:2 and roadmap-stack.mjs:5.

That file carries L1–L9: no .sh files, Closes #N, clippy, tests, port 9005, a GB fallback, an experience log, push-first. There was no L0 in it, in t27, or anywhere else. The citation did not resolve, which is exactly what the honesty law removes.

It resolves now

L0 PURPOSE was adopted in the constitution (gHashTag/t27#4606) as an addition rather than a rewrite, with the two exceptions this board already describes — the seed stays hand-written Rust, the interface stays Swift and TSX. Both citations name it.

And the tab that measures it now shows it

ROADMAP measured the goal for days with nothing behind the number: a visitor could read 5.6% and had no way to know whether that was an ambition or a rule.

It is a rule — and the number is its enforcement: the .t27 share may not fall. So the two belong on the same screen, and the law links the constitution.
