The board cited a law that did not exist in any repository; the law was adopted for real in the constitution, both citations now name it, and the tab that measures the goal shows the rule the measurement enforces.

Context and reasoning

Two source files cited trios CLAUDE.md law L0 as the reason the stack is being rewritten into its own language.

That file carries L1 to L9 about shell scripts, clippy and ports, and no L0 exists there or in any other repository.

The gap was real: seven laws govern how work enters the repository and not one of them says what the work is for.

So the law was adopted rather than the claim deleted, outside the priority order so it can never excuse breaking the others.

Its enforcement is the measurement that was already on the screen, which is why the rule and the number now sit together.

  • [passed] Command: npm run typecheck:ratchet && npm run build. Result: 179 errors against a baseline of 179 with no file gaining any, and a clean build. Evidence: Run on this branch.

Limits and open questions

  • The enforcement is stated rather than automated: nothing yet fails a build when the measured share falls, because the count is regenerated by hand and is not in prebuild
  • The constitution link points at the default branch, so it will follow later amendments rather than the wording adopted today
