specs/queen/shaping.t27 adds four decisions:

shape_action: leave the issue, shape it, or tell its author once what it lacks.
path_accepted: a model may find the existing file a title describes, but it may not invent one.
shape_lands: a body is written back only when issue_shape.judge() returns 0 for it.
attempt_due: attempts on one issue are spaced out.

The Queen enforces specs/policy/issue_shape.t27 in her own round, because the rule's .yml workflow is owner-only.

gen-c with -DT27_TEST_MAIN: All 5 tests passed.
tri mutate spec: 24 of 24 killed.
