Refs gHashTag/t27#7714 (spec merged: gHashTag/t27#7715)

Most rounds said nothing to choose over 704 candidates while 63 of 70 lanes stood idle. 233 issues had no boundary path and 115 had an incomplete spec. The issue-shape rule existed, but its .yml workflow is owner-only and never ran. The Queen now enforces it in her own round:

  • issue_shape.judge() and shaping.t27 run as generated wasm.
  • One model call shapes an issue. Every boundary path is checked against the checkout.
  • The body is written back only when judge() returns 0 for it and nobody edited it in the meantime.
  • Writes go through the t27-bees app, with the label queen-shaped. It never closes an issue.
  • If shaping fails twice, the author is told once what is missing.
  • GET /queen/public-shaping shows what it did.

Also: the app now polls only repositories pushed in the last 14 days. The installation covers 238 repositories.

Tests (local): tests/api 1569/0, tests/pglive 70/0, tsc clean.

Measured 2026-10-08: of 704 candidates, most rounds said "nothing to
choose" while 63 of 70 lanes stood idle. 233 issues had no boundary path
and 115 an incomplete spec. The rule (gHashTag/t27
specs/policy/issue_shape.t27) existed, but its workflow is owner-only .yml
and never ran.

The Queen now holds the line in her own round, beside it and not inside it:
- issue_shape's judge() decides what an open issue lacks.
- shaping.t27 decides what to do: leave it, shape it, or tell its author
  once (gHashTag/t27#7714). Both cards run as generated wasm.
- A shape is one model call over the issue and candidate paths from the
  checkout. Every boundary path must hold: path_accepted refuses a file the
  issue never cites and the repository does not have, and any new foreign
  file. The body is written back only if judge() then returns 0, and only
  if a person did not edit it meanwhile. A prose "## Boundary" is renamed
  "## Scope note".
- It writes as the t27-bees app and labels the issue queen-shaped. It
  never closes an issue.
- GET /queen/public-shaping shows ready/unready counts, shapes, tells and
  notes.

Also: the app polls only repositories pushed to in the last 14 days, most
recent first. The installation covers 238 repositories, so a full cycle
took about an hour, and polling all of them every 3 min would exceed
GitHub's 5,000 requests an hour.

Tests (local):
- tests/api: 1569 pass, 0 fail.
- tests/pglive against Postgres 16: 70 pass, 0 fail. The new suite covers
  a shape that lands, an invented path, a cited new spec, a body edited
  during the model call, "not now", the attempt limit with spacing and one
  tell, and containers.
- tsc: clean.

Owner instruction, 2026-10-08: forbid issues that break the rules, fix the
233 + 115, merge and deploy yourself. Refs gHashTag/t27#7714
