All 18 skill entry files under .claude/skills/ get the same 8-line block right after their title:
- every SKILL.md / skill.md;
- every top-level *.md skill.
The block is marked . grep -L only-t27-rule over the entry files prints nothing.
The block restates AGENTS.md "Only t27" and owner rule Only-t27 gate: a foreign-line budget the label cannot lift; local hook reads exceptions from origin/master #7371:
- new logic is a .t27 spec with tests, reaching other languages only through t27c gen-* (L2);
- hand-written foreign code is denied by the hooks and by CI, and only shrinks;
- glue is capped at 40 lines per file and 80 per PR; no label lifts the cap, and a PR is never split;
- what gen cannot express is filed on epic: self-host t27c -- rewrite the compiler from Rust into t27 #5980;
- the block overrides any step below it that says to write code by hand.

Why

An agent loads a skill, not AGENTS.md, when it starts a task. Before this change only 3 of the 18 skill files mentioned the rule, and some still say to write a script by hand.
