feat(verified): payout gate -- no verified result, no normal reward - #6683

Conversation
specs/verified/payout.t27 joins the TRI-NET ledger's settle() outcome (trinity-fpga src/trinet/ledger.zig, mirrored codes) with the engineering verdict: PAY_NORMAL only for credited + verified + referenced; ledger refusals and slashes pass through. split_fits() refuses an executor + provider + contributor split over the pool without wrapping. No percentages, no second ledger. 8 tests, 8/8 mutants killed, sealed. Closes #6682 Refs #6655 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Closes #6682
Refs #6655 (Phase I, network economy and provider settlement)
Adds
specs/verified/payout.t27. It joins the existing TRI-NET ledger outcome (gHashTag/trinity-fpga@65855047454a src/trinet/ledger.zigOutcome, mirrored in declaration order) with the engineering verdict.payout(outcome, verified, verdict_referenced)returns PAY_NORMAL only when the ledger credited the receipt, the engineering verdict passed (review gate at POLICY, or seal verified with passing tests), and the settlement record names that verdict.split_fits(pool, executor, provider, contributor)refuses a split that exceeds the pool. It subtracts rather than adds, so the sum cannot wrap.Evidence (Railway lab, master t27c, zig 0.16.0):
