HCAT supplements for the EuroCrops V2 editions of BB, NRW, Wallonia and Flanders

Adds the crop codes that the national HCAT tables miss in the older editions fiboa-cli now reads from the JRC's EuroCrops V2 (fiboa/cli#344): new code/de/bb_supplement.csv, code/de/nrw_supplement.csv and code/be/wal_supplement.csv, and more rows in code/be/vlg_supplement.csv (Flanders' codes before 2015, such as 61 and 62).

• A code takes the HCAT3 class the national table gives the same crop name; otherwise the JRC's HCAT4 class from eurocrops.csv where HCAT3 has that name, otherwise its HCAT3 counterpart (e.g. maize_corn_popcorn → grain_maize_corn_popcorn, permanent_grassland → pasture_meadow_grassland_grass).
• Three JRC mappings are corrected: BB 913 "Klee- oder Luzernesamenvermehrung" is seed, not peanuts; Flanders 5 "Tuin met hoogstam" is an orchard, not forest; Flanders 100 "Niet ingezaaid akkerland" is fallow.
• Brandenburg has a table of its own rather than rows in de_supplement.csv, which de_nds reads too: codes such as 11-13 are Brandenburg's own numbering.
• code/ee/ee.csv gains three names of Estonia's 2015 edition, under new codes 0336-0338: kanep, Tisza (hemp), koirohi (wormwood) and the JRC's Unknown; without a code those rows cannot be converted.
