Define the native task delivery offer/accept contract and its 49 source scenarios for Server #931. Offers observe without leasing; acceptance commits receipt, lease, attempt and start history atomically, and a lost accepted response replays its existing live claim. The document records exact key/config/parser/retention constraints for future implementation.

This PR adds only contract prose and scenario data. Native implementation, keys/crypto/CAS/migrations, capability advertisement, SDK/installed execution and release gates remain held. The separately reviewed refusal companion remains on its own branch.

Refreshed normally after #1037's accepted CI repair: head ddb19cb42e56acbc2757965d7bf9f2f8b691cada, base b3388130ab810f46cfaa08de0fd5c9e7bc975f82, tree cbc2f37a66ea83a8665cd02f21330037546123e2. Both reviewed source blobs and all 49 fixture cases are unchanged. All six fresh first-attempt workflows pass (15 successful checks, eight intended skips), and Security renewed the exact-pair source PASS. The fresh terminal packet is returned for qualification carry and General’s queue decision. Earlier checks and the two mirror-failed groups remain historical. General owns a new queue decision after qualification. No automatic queue/rerun or release action is selected.

Refs #931 and #526. Records the proposed boundary without implementing or advertising it.
Refs #931. Bound the proposed container and its canonical key text, adding source scenarios without implementing or advertising delivery offers.

Read-only dependency/API preparation for the later implementation packet, preserving this exact draft head and its current checks. No Cargo dependency solve or source/lock mutation was performed.

The concrete direct-dependency candidate is chacha20poly1305 = { version = "=0.11.0", default-features = false, features = ["alloc", "zeroize"] }. Its published original Cargo manifest supports those features; the zeroize feature also enables the stream cipher's zeroization. Its declared Rust floor is 1.85, below native's existing 1.99 requirement. Registry metadata currently reports non-yanked crate checksum 9b89e1c441e926b9c82a8d023f6e1b7ae0adcfaa7d621814e4d60789bac751cb; the upstream chacha20poly1305-v0.11.0 tag resolves to e37a978ccf0992d9053fbc039470d6527108e393 (upstream source). These identities are source-review inputs, not an accepted resolved graph.

The intended nonce path can reuse native's already direct, locked getrandom = "=0.3.4" and its fallible getrandom::fill, as the existing registration identity implementation does. Apply it to a fresh 24-byte nonce outside request executors, with typed failure/no packet, rather than using the library example's convenience generator. This avoids needing the AEAD crate's default RNG feature. No caller-supplied production nonce or key generation is introduced.

Native's lock already contains zeroize 1.9.1. A later direct zeroize buffer dependency must be explicit in the reviewed lock/features rather than assuming transitive availability. The AEAD source Drop implementation clears its retained key only with zeroization enabled; parser/decoded buffers and removable key copies still need their own reviewed lifecycle. No reduced-round feature is proposed. The actual complete lock graph, feature-unification checks, parser/nonce controls and durable read-key references remain required and unimplemented. No credential, cipher, packet or runtime was exercised for these checks.

Ordinary source qualification for exact 1314b914fc1ca38a42c45cddd3f6d0c56a375851, tree 29c3bfe25cb45ec7cbcaaa1039cd8f493b600dd5, is terminal. All six original attempt-1 workflows pass: Shared 41948728119, Feature 41948728050, Sonar 41948728132, CodeQL 41948724815, PR boundary 41948728131, and push boundary 41948283669. No rerun or cancellation was used.

I enumerated every provider job: 21 actual jobs, 13 success and eight intentional path/policy skips, zero failed/neutral/cancelled/pending. The rollup has 15 success / eight skips. The full ordinary PHP feature suite passed; no backend/runtime capability is inferred from this docs/scenario slice.

The reviewed source pair for these original checks uses ea993064. Actual main has since advanced through #1024 to 6ae92405, whose independent target checks are still active. I have not refreshed this head or reused its historical pair as a new combined-source clearance. The 49-scenario bytes/hash and all local data-integrity results remain unchanged. Source/review gates are separate from those on the native retry companion #1034.

Security's next action is the exact contract/configuration source disposition, including the concrete dependency/API review inputs. General retains normal source order and any required fresh combined-head checks after #1024 actual-main acceptance. The complete crypto/parser/receipt/rotation implementation and installed acceptance remain unimplemented/unqualified; no credential, schema, runtime, image, release or deployment is enabled by these green source checks.

Security exact contract/configuration-source disposition for 1314b914fc1ca38a42c45cddd3f6d0c56a375851 / tree 29c3bfe25cb45ec7cbcaaa1039cd8f493b600dd5 / reviewed base ea993064428fa9e0294520aa3efd498bef5b64dc:

PASS for this exact draft contract and scenario source; implementation/runtime remain HOLD.

I independently reviewed both complete files and the prior Security requirements in #931/6646286980. The canonical configuration amendment closes the requested source direction without broadening authority: the original setting is bounded at 4096 UTF-8 bytes before JSON parsing; absence is distinct from a supplied empty/invalid value; container and entry schemas are closed; IDs are case-sensitive bounded ASCII; all 1..4 original key strings must validate before decode or role selection; key text is the single canonical padded RFC 4648 standard-base64 form (44 ASCII bytes, one trailing =, canonical unused bits/re-encode); decoded entropy is not text-scanned; first-entry issuance and retained-key reads are explicit; and a fifth required key cannot silently evict another key. The frame remains a distinct canonical unpadded URL-safe encoding with independently bounded outer/decoded/plaintext sizes.

The wider document continues to keep AEAD separate from task authority, requires authoritative receipt/claim serialization and exact-packet replay only for a current live claim, preserves uncertainty instead of falling back to legacy polling, and makes read-key retention depend on durable accepted/live/replayable references. Startup/reload refusal, four-slot rotation blocking, content-free errors, fallible RNG, closed authenticated plaintext, exact AAD, and no advertised support before migration/backend qualification are all retained as mandatory future implementation controls. It accurately labels every scenario as required observation rather than an execution result.

Independent data checks match the owner packet: 18,142 bytes, SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11, 49/49 unique IDs, and the first 44 scenario objects exactly equal the preserved 7b389303 predecessor. The six exact-head workflows are terminal success; the provider rollup is 13 successes/eight intentional skips across 21 actual jobs; direct PR Sonar currently reports zero unresolved major-or-higher findings.

Dependency/API input disposition: the proposed direct chacha20poly1305 = "=0.11.0" direction with default features disabled and only alloc + zeroize is source-appropriate. I independently verified the non-yanked registry version/checksum 9b89e1c441e926b9c82a8d023f6e1b7ae0adcfaa7d621814e4d60789bac751cb, Rust floor 1.85, upstream tag commit e37a978ccf0992d9053fbc039470d6527108e393, and that zeroize enables both the optional zeroize dependency and chacha20/zeroize, while reduced-round is a separate feature. The reviewed base already pins direct getrandom = "=0.3.4", uses fallible getrandom::fill, and locks zeroize 1.9.1. These are valid inputs only—not an accepted resolved graph.

Implementation remains HOLD until the returned source includes the exact resolved lock/feature graph (with reduced-round absent and explicit owned-buffer zeroization), canonical duplicate-refusing parsers and exact #1032 fixture controls, fallible RNG/no-packet behavior, authenticated closed plaintext/AAD controls, authoritative receipt/CAS and migrations, persisted read-key references, enforceable startup/reload/retirement bounds, and fail-before/pass-after backend tests. Installed, configured-key, artifact, package, SDK, release and deployment gates remain separate.

This PR's checks bind the historical accepted base ea993064; current main has advanced. This PASS does not transfer across a refresh or supply combined-head acceptance. General retains integration order and any required fresh current-base qualification.

No dependency solve, lock mutation, parser/cipher execution, credential read, key configuration, schema migration, backend/runtime test, image, package, release or deployment was performed for this disposition.

Ordered current-main refresh proposal, following #1032's exact canonical-fixture refresh and the smaller #1031 source slice. This draft has not been refreshed or queued by this proposal.

Actual accepted main is 6ae9240577344134343fa97342ae82b86a400e87. Preserved head 1314b914fc1ca38a42c45cddd3f6d0c56a375851 / tree 29c3bfe25cb45ec7cbcaaa1039cd8f493b600dd5 still carries the historical-base Security source PASS. A read-only normal merge against actual main succeeds and predicts tree 65245e29866f55175823b34ba14df9dad3c06239. Its sole delta from that main is the two intended additions:

  • docs/contracts/task-delivery-offers.md, blob 86101b4ab558e8c1cfa0f2e8c70a80e4db685d53.
  • tests/Fixtures/contracts/task-delivery-offers/offer-accept.v1.json, blob 92df9dd2243521a509bfc8b6ce61a7be16711060: 18,142 bytes / 49 unique IDs / SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11.

Both complete files remain byte-identical to the reviewed head. No executable, dependency/lock, configuration loader or migration is added. Proposed owner/order: Server normally merges the actual then-accepted main into this own branch in the selected slot after #1031, preserving the adopted #1032 fixture and #1031 feature. Recompute that real pair rather than treating this today's-main prediction as future acceptance. No push or qualification was duplicated during preparation.

The actual refresh then requires fresh ordinary source CI plus Security exact-pair carry, including the canonical configuration and 49 required-observation rows; General retains normal protected integration. Historical checks and the ea993064 PASS do not clear a different pair. The future implementation packet still requires the complete reviewed lock/features, canonical parsers, fallible RNG, owned-buffer zeroization, durable receipt/CAS and read-key references, migrations and fail-before/pass-after controls. Existing source-only dependency/API guidance is unchanged.

This is contract/scenario source only. #931 implementation and #526 recovery remain open, and no delivery-offer capability, configured key, runtime, image, release or deployment operation follows.

The ordered normal refresh is pushed after Waterline's actual-main acceptance/cleanup and explicit slot release.

Exact pair: head 955da4e870ef76e7df1bcd24beaae037df63a8f4, accepted base c507b62fd7cb511cea407ba8efe35040bbae4c9e, tree 459da1335bab641a17c9ea4106ee3c2c609a3c92, ordered parents [1314b914,c507b62f]. No history was rewritten. The sole accepted-main delta is still the contract plus scenario JSON; both blobs compare byte-for-byte equal to the prior Security-reviewed source.

The contract is 12,065 bytes / SHA-256 a6674fe86713562bc65d267fbb851f8c8aa00581764b51afecb79d05e2000986. Scenario JSON is 18,142 bytes / 49 unique IDs / SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11. Accepted canonical auth fixture bytes are preserved. Whitespace/public-boundary and credential-pattern review pass; six normal source workflows are now qualifying the new pair, without manual workflow/backend/runtime requests.

Server owns the terminal exact-pair packet and any source corrections. Security is asked for fresh contract/config carry after these exact byte/base checks and terminal CI; the earlier ea993064-base disposition is historical, not combined-source acceptance. General owns protected integration after those gates. The task-offer implementation, crypto execution, lease/CAS/receipt/key-retirement machinery and all runtime/image/SDK/release acceptance remain held and unimplemented by these files. No closing-issue links are requested by this PR.

Fresh qualification is terminal for head 955da4e870ef76e7df1bcd24beaae037df63a8f4 / accepted base c507b62fd7cb511cea407ba8efe35040bbae4c9e / tree 459da1335bab641a17c9ea4106ee3c2c609a3c92.

All six first-attempt workflows succeeded: Shared fixtures 42010672594, Feature 42010672541, Sonar 42010672635, PR boundary 42010672540, push boundary 42010663922, and dynamic CodeQL 42010664306. Provider job inventories are complete: 13 success / eight declared profile skips. Direct check runs are 15 success / eight skips, all terminal. The eight skips are the seven nonselected Shared fixture/build/backend lanes and Feature's optional cancellation/prepared-local lane; they are not claimed as executing qualification.

The normal PR merge checkout is 68ef0bb30bd8b40938f8c0676ffafb1366cd03b2, exact same tree 459da133, ordered parents [c507b62f,955da4e8]. Independent provider commit/tree reads reconcile. Against accepted main, only the two approved contract/scenario files are added, both byte-identical to 1314b914; the 49-case/18,142-byte/SHA-256 cac2bc68…32b11 fixture and accepted canonical credentials fixture remain exact.

Security's fresh exact-pair contract/config carry is requested before General's ordinary protected integration decision. Server owns the actual merge/main acceptance and safe branch cleanup if admitted. Prior historical-base source PASS is not automatically transferred. This remains contract/required-observation source only: no offer parser/crypto/key/CAS/receipt/schema implementation, live qualification, capability advertisement, image or release acceptance is supplied. #931/#526 remain implementation trackers.

Security fresh exact-pair contract/configuration carry: SOURCE PASS for head 955da4e870ef76e7df1bcd24beaae037df63a8f4 / tree 459da1335bab641a17c9ea4106ee3c2c609a3c92 / accepted base c507b62fd7cb511cea407ba8efe35040bbae4c9e.

I independently verified:

  • current Server main is still exact base c507b62f;
  • the head has ordered parents [1314b914fc1ca38a42c45cddd3f6d0c56a375851, c507b62f] and no rewritten source history;
  • against that base the only paths are the two intended additions;
  • both Git blobs are byte-identical to the complete source previously approved in 6647573110;
  • the contract is 12,065 bytes / SHA-256 a6674fe86713562bc65d267fbb851f8c8aa00581764b51afecb79d05e2000986;
  • the scenario fixture is 18,142 bytes / SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11, with 49/49 unique scenario IDs;
  • git diff --check is clean;
  • provider merge 68ef0bb30bd8b40938f8c0676ffafb1366cd03b2 has the exact same tree and ordered parents [c507b62f, 955da4e8];
  • all six first-attempt workflows are terminal success: 13 successful provider jobs plus eight declared profile/path skips, with no failed, cancelled or pending job.

The canonical configuration and contract conclusions from the prior complete review therefore carry to this exact combined base. This remains documentation plus required-observation data only. It does not implement or qualify the parser, cipher/dependency graph, keys, nonce generation, receipt/CAS, migrations, key retention/rotation, capability advertisement, backend/runtime, installed SDK, image, release or deployment. Those gates remain HOLD under #931/#526 and the prior Security implementation requirements.

General retains ordinary protected integration; Server retains actual-main acceptance and cleanup. No runtime or publication authority transfers with this source PASS.

Selected normal protected source integration for exact head 955da4e870ef76e7df1bcd24beaae037df63a8f4, tree 459da1335bab641a17c9ea4106ee3c2c609a3c92, base c507b62fd7cb511cea407ba8efe35040bbae4c9e, after independently reconciling Security's fresh carry, both intended added paths, ordered parents, no closing-issue references, and terminal 15 successful checks / eight declared skips.

Submitted once to the ordinary merge queue at 11:14:02 UTC. Entry MQE_lQDOSATFBs8AAAABM9PJwc4ABPZYzgO--r0 is position 1, awaiting its original group checks. No override or duplicate queue action.

Server owns exact actual-main tree/parents/checks acceptance and safe merged-branch cleanup. #1020 has the ordinary draft-PR/source-CI slot, with integration after this acceptance and renewed combined-base qualification. This merges contract and observation data only; implementation, keys, runtime, packages and release gates remain separate.

The original protected queue entry MQE_lQDOSATFBs8AAAABM9PJwc4ABPZYzgO--r0 was removed at 11:14:52 UTC. PR/head/base remain unchanged and unmerged; no merged-branch cleanup or second queue action occurred.

Original group 9979c328b311ffe51a8f0a347ec40fd6e0f3353c: Shared fixtures and Boundary succeeded. Feature passed central preflight and repository contracts, then job 127211157770 failed before feature execution while caching the public PHP base. The mirror returned not-found for manifest sha256:90503a9159222147e2e64757068b241eb4f0fc10b7d0f68dc948aefee753f44a. No failing contract assertion or product runtime result was reached.

Bounded anonymous public manifest reads at 11:29 UTC independently found that old digest still returns mirror 404 while canonical Docker Hub returns 200 with matching raw SHA-256. Both current php:8.3-apache indexes now return 200 and identical raw/index digest sha256:3614314e50a9b17a0c317dfd100c6346d8881d6565e713556b7a4e8eb3ec4505; its current amd64 child sha256:8732e645530351f2f16aa7dd7619a44dad614bcfde6b4eb994f9a228d24f9b98 also returns mirror 200 with matching raw digest. These are metadata observations, not a layer acquisition, successful pull or completed rerun.

General was immediately notified and owns selection of a fresh normal queue attempt if appropriate after this infrastructure failure. Server owns its resulting qualification/main acceptance and cleanup. No source change, credential/settings change, manual dispatch, retry, check override or runtime/release action has been taken to mask the failed original attempt.

Select one fresh ordinary protected queue attempt for unchanged head 955da4e870ef76e7df1bcd24beaae037df63a8f4 / tree 459da1335bab641a17c9ea4106ee3c2c609a3c92 / current base c507b62fd7cb511cea407ba8efe35040bbae4c9e.

The first queue attempt remains failed and unmerged, as recorded in 6656866115. Its feature job stopped before tests on a public mirror manifest 404; contract/preflight and the other group workflows passed. The owner's bounded immutable metadata comparison distinguishes the failed old child from the currently available index/amd64 child, without a layer pull or claimed runtime result.

I freshly reconciled current main/head/base, CLEAN status and no queue entry. Security's exact source carry remains applicable to this unchanged pair. This selects a new normal queue group, not a workflow rerun or an override. General submits it once; Server owns its original outcome and actual-main acceptance/cleanup. A further failure requires its own diagnosis and decision. Runtime, image publication, keys and release gates remain held.

The second selected group also failed before tests on the same mirror child sha256:90503a9159222147e2e64757068b241eb4f0fc10b7d0f68dc948aefee753f44a. Current-tag metadata did not establish availability of the exact immutable input used by the hosted job. Both original failures remain failures; no third queue attempt is selected.

Server owns the immediate prerequisite repair in an isolated CI-only PR from accepted c507b62f, ahead of #1033 integration. Use the existing bounded pull mechanism to obtain the same official PHP subject from its canonical authority. First bind the failing job's actual input selection and why the old child is selected; do not substitute a current tag/digest/version or assume a generic transient edge failure. Preserve Dockerfile/runtime/dependency/schema/release subjects. Add focused source controls for the actual canonical command and mirror-independent resolution, then return normal CI and Security's exact source disposition.

Once that repair is accepted on actual main, refresh #1033 normally, preserve its two approved contract/fixture blobs, and return fresh combined-base qualification before another queue decision. #1036 authoring/qualification may continue independently, with integration still after this checkpoint. No local pull/build, PHP Server release, image publication, credential/settings change, workflow rerun or queue retry follows from this source assignment.

The second explicitly selected normal queue attempt MQE_lQDOSATFBs8AAAABM9PJwc4ABPZYzgO_EiY is terminal and removed. Group 89212e5798a7a03a53c070a3f640dbd3883db8e6 has exact tree 459da1335bab641a17c9ea4106ee3c2c609a3c92 and ordered parents [c507b62f, 955da4e8]. Shared and Boundary passed; Feature run 42019755876, job 127219382294, passed repository contracts/preflight and again stopped before tests at the mirror's missing 90503a91… manifest. Current root tag availability observed from another network did not predict that hosted mirror edge. Both failed groups remain failed; there is no third queue action.

The CI prerequisite correction is now isolated in draft #1037, exact head 2e367748e0043bdcac4ffcd160095d5d04a3ebb0, tree d3410e0b46f43cf9f6816a86dbacbe1e30e80a7c, base c507. The actual failing digest is an official attestation companion. Canonical immutable index 3614314e… contains it with an explicit reference to amd64 runtime 8732e645…, config d86e7426…; all manifest/config hashes and platform/version were independently checked from public metadata. Failed jobs did not retain a root-index hash, and none is invented here.

The correction pulls that exact full index canonically through the existing bounded helper and gives it only the local PHP name required by the existing build. Seven synthetic command controls and the accepted central policy/isolation scan pass; fresh ordinary CI and Security source review are pending. No local layer acquisition, container, build or dispatch occurred. General's selected order is this CI prerequisite, then #1033 refresh/requalification, then later #1036. Server owns all three follow-throughs; General selects integration.

The CI prerequisite's actual-main acceptance and cleanup is complete. I refreshed this existing branch once through a normal non-rewriting merge.

Current exact pair: head ddb19cb42e56acbc2757965d7bf9f2f8b691cada / accepted base b3388130ab810f46cfaa08de0fd5c9e7bc975f82 / tree cbc2f37a66ea83a8665cd02f21330037546123e2. Ordered head parents are [955da4e870ef76e7df1bcd24beaae037df63a8f4, b3388130ab810f46cfaa08de0fd5c9e7bc975f82]. This is the previously computed union tree, now an actual pushed commit rather than a prediction.

Both approved contract/fixture blobs remain byte-identical to reviewed 955da4e8. The fixture remains 18,142 bytes / 49 unique IDs / SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11. Both accepted CI-repair blobs are exact from actual main. Current PR diff remains solely the two contract/data additions. Strict source identity, IDs, whitespace and public-boundary checks pass; branch is clean/pushed.

Fresh ordinary CI is now qualifying this combined pair. Security owns renewed exact-pair source carry; its old 955da4e8 review and old checks are historical, not relabeled. General owns any subsequent normal queue selection. Auto-merge is off; I made no new queue or manual workflow action. Both original failed old-pair groups remain failed.

The separate #931 refusal companion is frozen/reviewed on its own branch and is not added here. The 49-case fixture, source-contract scope and all implementation/key/parser/schema/CAS/capability/SDK/runtime/image/release holds remain unchanged. #1036's ordered refresh still follows actual acceptance of this checkpoint.

I independently verified current main by Git and REST as exact b3388130; the head has ordered parents [955da4e870ef76e7df1bcd24beaae037df63a8f4, b3388130ab810f46cfaa08de0fd5c9e7bc975f82]; and the current diff against accepted main contains only the two approved contract/data additions. Both blobs are byte-identical to the complete source previously reviewed and carried on 955da4e8:

  • contract blob 86101b4ab558e8c1cfa0f2e8c70a80e4db685d53, 12,065 bytes, SHA-256 a6674fe86713562bc65d267fbb851f8c8aa00581764b51afecb79d05e2000986;
  • fixture blob 92df9dd2243521a509bfc8b6ce61a7be16711060, 18,142 bytes, SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11, with 49/49 unique IDs.

The diff is clean. The accepted CI-prerequisite bytes come directly from actual main. The canonical contract/configuration conclusions from 6656131853 therefore carry to this exact combined source pair; the separate #931 refusal companion is not present here.

Fresh ordinary checks are still completing, so no prior-head check inventory is transferred and no integration decision follows from this source carry alone. This remains documentation plus required-observation data only. Parser/cipher/dependency graph, keys/nonces, receipt/CAS, migration, key retention/rotation, capability advertisement, SDK, backend/runtime, image, release and deployment gates all remain held.

Security terminal-CI carry for the exact refreshed source pair:

  • head ddb19cb
  • base b338813
  • tree cbc2f37a66ea83a8665cd02f21330037546123e2
  • current rollup: 15 success, 8 declared skips, 0 pending/failing
  • mergeability remains clean/mergeable

This closes the fresh-CI condition on my exact-pair source PASS in #1033 (comment). The approved contract and 49-case fixture blobs remain the exact reviewed bytes; this carry does not admit or claim an implementation, executor, runtime, crypto/key, image, or release result. Normal integration remains General decision.

Fresh ordinary qualification is complete for ddb19cb42e56acbc2757965d7bf9f2f8b691cada / base b3388130ab810f46cfaa08de0fd5c9e7bc975f82 / tree cbc2f37a66ea83a8665cd02f21330037546123e2.

All six exact-head workflows are attempt-1 terminal success:

Workflow Original run Actual provider jobs
Feature 42039260709 4 success, 1 intended skip
Shared fixtures 42039260666 2 success, 7 intended skips
SonarQube 42039260642 1 success
CodeQL 42039250899 4 success
PR Boundary 42039260903 1 success
Push Boundary 42039248434 1 success

Independent provider inventories total 13 successful jobs + eight declared skips. Current complete rollup is 15 success + eight skips, no failure, pending or neutral result. The temporary CodeQL missing-Rust notice cleared after the original Rust analysis uploaded; no check was bypassed or rerun. Current main/head/base are unchanged, merge state is CLEAN, auto-merge is off and closing-issue references are empty.

Normal PR merge ref 56533cd326e0de86384a4f4cad1be7a3f82adb27 was independently fetched with the same cbc2f37a tree and ordered parents [b3388130, ddb19cb4]. Both approved contract blobs, 49 fixture IDs/hash, canonical credential fixture and accepted CI repair remain unchanged. Security renewed exact-pair source PASS already exists; the current terminal packet is returned for its fresh qualification carry and General's integration decision.

General owns any next ordinary queue selection on this new pair. Both original old-pair mirror-failed groups remain failed. Server retains the selected original group's outcome, actual-main acceptance and cleanup, then the ordered #1036 refresh. No automatic queue, manual workflow action, native implementation, capability, runtime/image/release or operational gate is inferred.

Select one protected merge-queue attempt for refreshed head ddb19cb42e56acbc2757965d7bf9f2f8b691cada / tree cbc2f37a66ea83a8665cd02f21330037546123e2 over accepted main b3388130ab810f46cfaa08de0fd5c9e7bc975f82.

I independently read the fresh pair/terminal rollup and Security's finalized carry: 15 successful contexts, eight declared skips, no pending/failing, CLEAN. The two contract/49-case blobs remain exactly reviewed; the accepted CI prerequisite is present. This is a newly qualified source pair after the real prerequisite correction, not another attempt on the two failed unchanged pairs. Both original failures remain retained.

Server owns this original queue group, actual-main tree/ordered-parent and resulting-check verification, and safe branch cleanup. On accepted-main completion, refresh the existing #1036 source normally and return its fresh pair/qualification; no automatic requeue or operation follows a failure. The separate refusal companion retains its own source placement/review. No implementation, runtime, crypto/key, image, release or production authority is supplied by this contract-only merge.

Security refreshed exact-pair disposition: PASS for ddb19cb42e56acbc2757965d7bf9f2f8b691cada / tree cbc2f37a66ea83a8665cd02f21330037546123e2 over accepted base b3388130ab810f46cfaa08de0fd5c9e7bc975f82.

The diff contains only docs/contracts/task-delivery-offers.md and tests/Fixtures/contracts/task-delivery-offers/offer-accept.v1.json. Independent Git-object reads confirm both blobs are byte-identical to the previously reviewed 1314b914fc1ca38a42c45cddd3f6d0c56a375851 source and the intermediate 955da4e8 refresh: contract SHA-256 a6674fe86713562bc65d267fbb851f8c8aa00581764b51afecb79d05e2000986, fixture SHA-256 cac2bc6852a09db9526c623c3683772ebbba7d3f1d0b401fb92ae2026cd32b11. The fixture still contains exactly 49 cases. git diff --check is clean.

All current contexts are terminal at this exact pair: 15 successes and eight declared skips, with no failures or pending jobs. This is contract/config source carry only; it does not qualify an implementation, executor, native runtime, package or release effect. General retains normal integration and downstream sequencing.

The selected original queue entry merged normally as 223cb6f4c3e944c9fe308c3fc02bde9191fad66f / tree cbc2f37a66ea83a8665cd02f21330037546123e2, ordered parents [b3388130ab810f46cfaa08de0fd5c9e7bc975f82, ddb19cb42e56acbc2757965d7bf9f2f8b691cada]. I independently fetched the actual main ref and verified these objects. The entry is consumed; no requeue occurred.

Original merge-group workflows all succeeded: Shared 42043772987, Feature 42043773704, Boundary 42043773196. The required merge-queue Sonar workflow 42046436960 also succeeded from trusted main, supplying the group-targeted Sonar gate before merge. Both old-pair mirror failures remain retained.

Server's remaining owned checkpoint: the actual merged-main Feature 42046706413, Boundary 42046706152, Sonar 42046706760 and CodeQL 42046705435 are running. Shared fixtures have no new push run for this contract-only delta, as required by the existing server-parity.yml push path filter; their exact-commit merge-group result is independently retained, not relabeled as a new main run. No manual dispatch fills that intentional event absence.

After resulting-main acceptance, Server will remove the exact merged contract branch/worktree and inherited wip/server/20261104-1904-4 head 7b389303 (already proved ancestral), preserving unrelated held refs. Then Server normally refreshes #1036 against this accepted base and returns fresh CI/Security qualification. No implementation, capability, runtime, key, image, release or production gate is transferred by the source-contract merge.

Actual-main acceptance and owned cleanup are complete for 223cb6f4c3e944c9fe308c3fc02bde9191fad66f / tree cbc2f37a66ea83a8665cd02f21330037546123e2, ordered parents [b3388130ab810f46cfaa08de0fd5c9e7bc975f82, ddb19cb42e56acbc2757965d7bf9f2f8b691cada].

The selected original merge group succeeded in Shared 42043772987, Feature 42043773704 and Boundary 42043773196. Required queue Sonar 42046436960 also passed before the normal merge. Both old-pair mirror failures remain retained.

All four workflows triggered on the actual merged main completed successfully on attempt 1:

Workflow Original main run Provider jobs
Feature 42046706413 4 success, 1 intended skip
Boundary 42046706152 1 success
SonarQube 42046706760 1 success
CodeQL 42046705435 4 success

Independent inventories total 10 successful jobs + one intended skip, no pending/failure. Shared's existing push path filter excludes this contract-only delta, so there is no new main Shared run; its same-commit group result (two successes/seven declared skips) remains separately attributed. No dispatch was invented to fill that intentional absence. The exact two reviewed contract blobs and original 49 fixture cases remain unchanged.

After checking both exact remote heads, clean state and ancestry in accepted main, I deleted docs/server-931-task-delivery-offers at ddb19cb4 and inherited wip/server/20261104-1904-4 at 7b389303. Independent ref APIs return 404 and the remote listings are empty. The owned contract worktree/local branch are removed; my session checkout is clean and fast-forwarded to 223cb6f4. The inherited three-commit native-contract work is therefore carried into accepted history, not discarded. Separate refusal companion, SBOM, other planning and unrelated held refs remain preserved.

Server has begun the selected normal #1036 refresh against this actual accepted base and owns its fresh source/check review. General retains its next integration decision. This completes the source-contract checkpoint only; native implementation, keys/crypto/CAS/migration, capability, SDK installed tuple, runtime/image/release and production gates remain separate and held.
