Summary by CodeRabbit

  • Chores
    • Issue assessment and board sweeps now use shared workflows instead of locally configured jobs. The previous local enablement checks and job settings no longer apply.
    • Triage settings now inherit shared account-level rules; local duplicate, closing, pull request, and board settings have been removed.

📝 Walkthrough

Walkthrough

The triage configuration now extends an account-level configuration. The board sweep and issue assessment jobs now delegate to reusable workflows.

Changes

Triage automation

Layer / File(s) Summary
Account-level triage configuration
.github/triage.yml
The configuration now extends the account-level triage configuration. Local duplicate, closing, pull-request, board, and assignment settings were removed.
Board sweep delegation
.github/workflows/board.yml
The sweep job calls a reusable workflow, inherits secrets, and passes dry_run and triage_workflow inputs. The local runner, action configuration, concurrency, and timeout settings were removed.
Issue assessment delegation
.github/workflows/issue-assessment.yml
The assess job calls a reusable workflow, inherits secrets, and passes kind, number, and dry_run inputs with fallbacks. The local action configuration, conditions, concurrency, runner, and timeout settings were removed.

Disabling assessment no longer stops scheduled board changes or eligible assessments. Restore both enable checks before merging, and narrow the secrets passed to the sweep when its interface supports named mapping.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 97113

Shared automation now receives all caller-available secrets and no longer honors the repository’s existing enablement switch. The inspected shared workflows preserve important filtering and execution limits, but credential scope and upstream change controls remain uncertain.

Retained concerns

  • Medium · security · observed: The former repository enablement switch no longer gates privileged sweep or assessment execution. The inspected shared workflows do not replace that check. With the required credentials configured, daily non-dry-run sweeps can change project state and dispatch assessments despite the former disabled setting.
  • Low · security · observed: The board sweep now delegates all caller-available secrets to an externally maintained reusable workflow rather than exposing only its project token to the action. This expands the credential capability of upstream workflow changes or compromise, although additional configured secrets and their effective scope are unknown.
Security review details

Security Blast Radius

  • inferred — Normal automation targets the caller repository and its configured shared project. Credential compromise could reach resources authorized by inherited secrets, but their inventory and scopes are unavailable. The evidence does not establish an account-wide or cross-tenant compromise radius.

Security Findings and Attack Paths

  • inferred — The retained board findings concern broader credential delegation. Exploiting that expansion would require control or compromise of trusted upstream execution; ordinary issue or pull-request submission is not shown to expose inherited secrets. Existing trust in the same vendor action limits how much of this attack path is new.
  • observed — Assessment similarly changes from three explicitly selected secrets to inheritance. Its candidate remains deferred: upstream source inspection resolves some behavioral uncertainty, but neither additional configured credentials nor upstream access controls are established.

Trust Boundaries and Controls

  • observed — Credential selection and execution-policy enforcement move from local jobs to external reusable workflows. The inspected sweep consumes only TRIAGE_PROJECT_TOKEN, while assessment consumes the same three named credentials previously wired locally. This is counterevidence against demonstrated current use of additional secrets, not a restriction on future inherited-secret access.

Resilience and Maintainability Implications

  • observed — Inspected transition controls include dry-run mutation suppression, review-timestamp replay checks, per-report serialization, report revalidation before publication, fingerprint-based repetition checks, and handled-failure reporting. Board dispatch and updates remain separate operations. Complete interruption recovery and atomic publication are not established by the partial inspection, and these underlying action behaviors are not shown to be newly introduced by this PR.

Hardening Proposals

  • proposed — Retain an independent repository-owned enablement check. Coordinate explicit workflow_call secret declarations with named caller mappings to avoid broad inheritance; changing only the caller mapping is insufficient where the callee does not declare that interface. Immutable workflow references would also make delegated control changes deliberate and reviewable.

Pass only TRIAGE_PROJECT_TOKEN to the sweep. secrets: inherit makes every secret available to board.yml available to the external @v0 workflow. If other secrets are configured, an update to that moving ref can access them; the available configuration does not establish which additional secrets exist. The sweep currently declares no workflow_call.secrets. Declare TRIAGE_PROJECT_TOKEN there first, then use this mapping:

Limit the secrets passed to the sweep
- secrets: inherit
+ secrets:
+      TRIAGE_PROJECT_TOKEN: ${{ secrets.TRIAGE_PROJECT_TOKEN }}

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Restore the assessment flag check if it still disables board automation.

The scheduled sweep job no longer checks COPILOT_ISSUE_ASSESSMENT_ENABLED. If that flag is disabled while TRIAGE_PROJECT_TOKEN remains set, the called sweep can still change board cards and dispatch issue assessments. The called workflow does not check the flag. Restore the job condition unless this change intentionally retires that control. (raw.githubusercontent.com)

Restore the assessment enable gate.

When COPILOT_ISSUE_ASSESSMENT_ENABLED is not 'true', this job now calls assessment for eligible events. The removed job skipped those events. The called workflow checks bot events, but it does not check this variable. Add the enable condition to the calling job so a disabled repository does not run assessment or change reports.
