Paginate the draft release lookup.

The gh api call returns one page of 30 releases by default. The jq filter then selects the draft from that page only. When the draft is not among those entries, tag is empty, and the job skips the README update and the pull request. Fetch all pages before selecting the draft, or request per_page=100 as a partial mitigation.

Review comment at @.github/workflows/release-drafter.yml at line 43:
Update the draft release lookup assigned to `tag` so it searches across all
release pages before selecting the first draft; do not rely on the default
single-page response or treat increasing `per_page` alone as complete
pagination.

Sets `rev:` in the README examples to `${{ steps.draft.outputs.tag }}`, the version of the
current draft release. Merge this PR first, then publish the draft release, so the tag and
the PyPI page show the new version.

Releases are tagged by maintainers. Versioning follows
[setuptools-scm](https://github.com/pypa/setuptools-scm) — the version is
derived from git tags automatically.

Release Drafter keeps a draft of the next release. Whenever the `rev:` in the
README examples differs from that draft's tag, a bot PR named
`docs: use vX.Y.Z in README` updates it. Merge that PR first, then publish the
draft release, so the tag and the PyPI page show the new version.
