docs: keep the README version in step with the next release - #315
v1.8.2 is out, but the README examples still say rev: v1.8.1. PyPI builds its project page from the README of the tagged commit, so the PyPI page of 1.8.2 also shows v1.8.1.
pre-commit needs a concrete tag in rev (rev: main is a mutable reference that pre-commit caches and never updates), so the README has to keep a real version. This PR makes a bot keep it current.
What
release-drafter.yml: a new bump-readme-rev job runs after the shared Release Drafter job. It reads the tag of the draft release; if a rev: line in README.md or examples/*/README.md differs, it opens (or updates) one PR named docs: use vX.Y.Z in README on the branch bump-readme-rev, labeled documentation and skip-changelog. It uses peter-evans/create-pull-request (same pin as homebrew-tap) with sign-commits: true, so the bot commit is signed by GitHub. Once the README matches, the branch is deleted and the PR closes.
Only lines that start with rev: vX.Y.Z change, so the comparison table entry rev: v21.1.8 stays as it is.
README and both examples now use v1.8.2.
CONTRIBUTING: release steps now say to merge that PR first, then publish the draft.
Release routine: merge the docs: use vX.Y.Z in README PR, then publish the draft release.
Checks
actionlint and pre-commit pass on the changed files.
The draft lookup returns an empty string when there is no draft (e.g. right after a release), and the job then does nothing.
Not yet run on GitHub: the job first runs when this PR is merged. A PR opened with the workflow token does not trigger CI on itself, which is fine for a README-only change (main has no required checks).

New Features
Release drafts now trigger a pull request to update README example revisions when they differ from the draft version.
Documentation
Updated pre-commit examples to use v1.8.2.
Expanded the release process documentation with steps for reviewing and merging revision updates before publishing a release.
Release Drafter now also opens (or updates) a PR that sets the rev in the
README examples to the draft release's tag. Merging it before publishing
the draft makes the tag and the PyPI page show the new version.
Also set the README examples to v1.8.2, the latest release.

Walkthrough
A new workflow job reads the first draft release tag and updates matching README rev: values for valid version tags. The documentation describes the workflow, and the root, CMake, and Meson README examples now use v1.8.2.
A job runs after draft-release, checks the first draft release tag, and updates matching README revisions for tags matching vX.Y.Z. It opens or updates a pull request. The release process documentation says to merge that pull request before publishing the draft release.
The README updates are consistent. The automation can miss an older draft beyond the first release page, but maintainers can update the revisions manually; pagination is a bounded follow-up rather than a merge blocker.

Paginate the draft release lookup.
The gh api call returns one page of 30 releases by default. The jq filter then selects the draft from that page only. When the draft is not among those entries, tag is empty, and the job skips the README update and the pull request. Fetch all pages before selecting the draft, or request per_page=100 as a partial mitigation.

Review comment at @.github/workflows/release-drafter.yml at line 43:
Update the draft release lookup assigned to `tag` so it searches across all
release pages before selecting the first draft; do not rely on the default
single-page response or treat increasing `per_page` alone as complete
pagination.
