feat: add survey reports to resources - #2110

Add a Survey Reports section under Resources, after Radar Reports, that mirrors the cncf.io survey report listing the same way the Radar page mirrors the radar listing. The radar collector, validator and list component are refactored into shared parameterized modules (scripts/lib/cncf-reports.mjs and src/components/shared/ReportList.js) so the survey mirror is a thin configuration record rather than a copy. The refresh-radar-reports workflow now collects and validates both data files. The Job Board link moves after Survey Reports in the sidebar and the landing grid. …ReportList The `|| []` data-shape guard moved from RadarReports/index.js into the shared ReportList component, so the accepted-regions fixture now names the span the e2e coverage report actually sees.
