feat: rename Survey Reports to Surveys - #2111

Add a Survey Reports section under Resources, after Radar Reports, that mirrors the cncf.io survey report listing the same way the Radar page mirrors the radar listing. The radar collector, validator and list component are refactored into shared parameterized modules (scripts/lib/cncf-reports.mjs and src/components/shared/ReportList.js) so the survey mirror is a thin configuration record rather than a copy. The refresh-radar-reports workflow now collects and validates both data files. The Job Board link moves after Survey Reports in the sidebar and the landing grid. …ReportList The `|| []` data-shape guard moved from RadarReports/index.js into the shared ReportList component, so the accepted-regions fixture now names the span the e2e coverage report actually sees. Rename the Resources page, sidebar label, landing card and list landmark from "Survey Reports" to "Surveys", and move the page from docs/resources/survey-reports.md to docs/resources/surveys.md so it is served at /resources/surveys. The data file, collector, validator and npm scripts keep their survey-reports names. docs/resources/survey-reports.mdis renamed todocs/resources/surveys.md, so the page is served at/resources/surveys; the title, heading, description and prose now say "Surveys".SurveyReportslist landmark (CNCF surveys) and the Job Board sidebar anchor (resources/surveys) follow.scripts/lib/cncf-reports.mjsroute,data/survey-reports.jsondescription, the content-only CI page list, CONTRIBUTING's data table and the e2e and unit expectations are updated. The data file, collector, validator, npm scripts and component keep theirsurvey-reportsnames.The route only existed on the unmerged #2110 branch, so no published URL changes.
