Add d20 and Fate sheets, their bridges and Duties roll providers - #16
Ten new packages: two sheet systems that later sheet packages (PbtA, FitD, BRP, Ironsworn) build on, and Duties roll providers for both.
Packages
Package
What it does
sheet-d20
Six abilities, a skill list the game edits (untrained/trained/expert), level, coin and gear. +sheet, +sheet/set, +sheet/gear, +sheet/traits, +check[/private][/advantage|/disadvantage] trait[+n]=DC|word
sheet-fate
Skills or the six approaches on the ladder, aspects, stress tracks, consequences, fate points and refresh. +check rolls 4dF against an opposition
sheet-*-help
Registers the help with +help
sheet-*-config
Registers the settings and tables with +config d20 / +config fate
sheet-*-chargen
Sheet edits only while the +app application is the player's to change; reviewers read the sheets they review
duties-d20, duties-fate
Register the d20 and fate providers (PROVIDER` on the Duties object)
Both sheets expose the same API`` names (TRAITS, ALWAYS, FIND, LABEL, RATING, HAS, TARGET, TIER, CHECK). d20 adds TRAINED, COIN and GEAR; Fate adds LADDER, POINTS and AWARD. Bridges hook in through HINT<msg>, GATEEDITandALLOWVIEW` on the sheet object. The sheet-d20 README documents this skeleton.
Rewards follow the Duties contract. FNDUTIESREWARDS lists the reward kinds: fate-point for Fate, and coin and item for d20. ONDUTIESGRANT is queued once per reward and member; it hands out the reward and tells the player. The engine has no money, so d20 keeps coin and gear on the sheet.
Character data lives under a wizard, no_command root on the character (D20`` / FATE``), so a mortal can't set it directly. Both sheets claim +sheet and `+check`, so a game installs one sheet system.
Licence
sheet-fate uses Fate Core, Fate Accelerated and Fate Condensed SRD text under CC BY 3.0. sheet-fate/NOTICE.md carries the attribution text from fate-srd.com, and +help sheet credits shows it in game. It uses no logo and claims no endorsement. The d20 sheet describes its mechanics in our own words.
Testing
tools/PackageValidator --strict passes.
Installed on a local server and exercised by telnet:
d20: set, guards, coin and gear, +check with a DC, advantage, disadvantage, private and modifiers.
Fate: aspects, stress, consequences, spend, award, refresh, approaches mode, and opposition config.
Chargen bridge: edits are blocked while an application is submitted or approved, and allowed after a withdraw. A reviewer can view the sheet.
+config table checks and help topics, each topic ≤ 31 rows. The staff topics are locked by permission.
The provider functions (TRAITS, TIERS, DC, FALLBACK, TRAINED, CHECK with helpers and invokes, REWARDS) and ONDUTIESGRANT (run with @trigger/args) were tested against a stub Duties object. The real duties package hasn't landed yet. Its source path in depends: is SharpMUSH examples/packages/duties/.
sheet-d20: six abilities, a game-edited skill list with training, level,
+sheet, +sheet/set and +check against a DC (advantage, disadvantage,
private). sheet-fate: skills or approaches on the ladder, aspects, stress,
consequences and fate points, +check on 4dF against an opposition; Fate
SRD text under CC BY 3.0 with a NOTICE and an in-game credits topic.
Each sheet has -help, -config and -chargen bridges, and exposes the same
API` names (TRAITS, ALWAYS, FIND, LABEL, RATING, HAS, TARGET, TIER, CHECK)
for later sheet packages. duties-d20 and duties-fate register the d20 and
fate roll providers with Duties.

entry resolves from its configured source before publishing duties-d20; publish
the Duties package at the referenced repository path or defer this bridge’s
release until it is available.
- Around line 69-71: Update the provider_rolled evaluation in the setqm

API CHECK call through uargs; return the existing NO SUCH DIFFICULTY error for
invalid DCs, and preserve the current roll and result handling for valid DCs.
Review comments at @sheet-d20/package.yaml:
- Line 408: Update the D20 initialization guard to validate the existing root’s
protection flags, not just whether the root exists; replace an unprotected D20
root before writing the child attribute, while preserving the normal write path
for a properly protected root.
Review comments at @sheet-fate/package.yaml:
- Line 505: Escape the optional-argument brackets in the usage messages for the
`+sheet/award` and `+check` commands so MUSH displays them literally rather than
evaluating them. Update both message attributes to use `%[` and `%]` around the
optional argument syntax.
- Line 546: Update INC`DO`SET and API`AWARD` to check whether the FATE root has
the wizard flag, and clear and recreate the tree when it is missing before
writing. Update API`HAS to report true only when the root has the wizard flag.
- Around line 771-773: Update API`AWARD to validate the caller, target, and
delta before changing Fate attributes: allow only wizard callers, player
targets, and integer deltas. Reject invalid requests without modifying the
target, and preserve the existing award calculation for valid requests.

The sheet packages work, but players may be able to forge protected sheet data or award fate points through the public API. The Duties bridge also cannot be installed until the Duties package exists. Fix the sheet-root protection and the award API guard before merging.

…ES`REWARDS
The Duties contract replaced FN`DUTIES`GRANT with an action list queued
once per reward and member, which hands out the reward and tells the
player, and added FN`DUTIES`REWARDS for the editor's reward rows.
duties-fate gives fate points. duties-d20 gives coin and items, so
sheet-d20 gains coin (+sheet/set coin=<n>), a gear list
(+sheet/gear [<name>/]<item>=<count>) and API`COIN / API`GEAR.

- Declare D20 and FATE as wizard, no_command attribute entries, so a
player can't create the root (or a leaf under it) before the sheet does.
- duties-d20 checks the DC before it rolls, so a refused check records
no roll.
- Escape the optional brackets in the +check and +sheet/award usage
messages and the Fate staff help.
