Counting ut_ssp as HUD income made Medicaid enrollment, rent-related tax deductions and HUD income circular, so the shared SSP Medicaid helper had to run a full-population branch in every year and the microsimulation job ran out of time and memory. Recipients live in Medicaid-funded medical institutions, so the supplement stays out of HUD income, and the helper and its core test return to main's version (only the docstring wording differs). Integration Case 2 drops its HUD check, which depended on calculation order for a January-only facility input. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

What and why
Implements Utah State Supplemental Payment for researched 2026 coverage, with state-specific eligibility, payment rules, and integration into benefit totals and SNAP income.
Models the fixed payment to qualifying Medicaid institution residents.
The supplement is not counted as HUD income. Recipients live in a Medicaid-funded medical institution (Manual 661), not HUD-assisted housing, and counting it for HUD would make its Medicaid enrollment condition circular through rent-related tax deductions. The shared
medicaid_enrolled_for_ssi_state_supplementtherefore keeps main's code; only its docstring wording changes.Parameter backfilling does not establish verified historical coverage.
Related: #9082; historical backdating remains separate.
