What and why

Implements Ohio Residential State Supplement for researched 2026 coverage, with state-specific eligibility, payment rules, and integration into benefit totals and SNAP income.

RSS is not counted as HUD income. Recipients live in licensed residential care (OAC 5122-36-02(A)(5)), and counting RSS for HUD would make its Medicaid enrollment condition circular through rent-related tax deductions. The shared medicaid_enrolled_for_ssi_state_supplement therefore keeps main's code; only its docstring wording changes.

Models approved full-month placements and first-month proration. Nonfinancial care certification and Medicaid enrollment must be supplied when not determined by the model. Specialized work-expense and PASS exclusions absent from the federal SSI model require a countable-income override; no ineligible-spouse or parent income is deemed.

Parameter backfilling does not establish verified historical coverage.

Test plan

  • 27 source-based YAML cases (oh_rss.yaml, integration.yaml) pass locally, with the HUD, Indiana SSP and Kansas SSPP YAML tests (332 in total).
  • Main's test_ssi_state_supplement_medicaid_dependency.py, the programs registry and code-health tests pass locally.
  • tests/microsimulation/test_microsim.py passes locally, including the full-population housing allocation test.
  • make format, reference/registry checks, and git diff --check.
  • State changelog fragment.

- Registry placement and comments, SNAP reference title, shorter programs.yaml note
- Rule-level OAC references; document the one-spouse resource-standard reading
- Guard the daily-rate ceiling against float error on exact-cent amounts
- State-neutral wording in the shared Medicaid helper documentation (same as UT)
- Add interest/dividend, couple pooling and exact-cent partial-month cases; realistic Case 3

Counting oh_rss as HUD income made Medicaid enrollment, rent-related tax
deductions and HUD income circular, so the shared SSP Medicaid helper had
to run a full-population branch in every year and the microsimulation job
ran out of time and memory. RSS recipients live in licensed residential
care, so RSS stays out of HUD income, and the helper and its core test
return to main's version (only the docstring wording differs).
