Autumn Budget deck docs: describe the 7 slides that were presented - #87

The README and speaker notes still described the 5-slide deck. They now cover the two measures slides (who introduced each measure, from the run-of-show), the new slide numbers, and the Policies button. The dashboard frame now loads while slide 5 shows: SlideshowViewer mounts the slides either side of the current one. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The deck's README and speaker notes still described the 5-slide deck from before #84 and #86. Docs only; no slide changes.
