cloudxr: bump CXR_WEB_SDK_VERSION to 6.4.1-isaaccapture - #1365
Move the default CloudXR.js web SDK from 6.3.0 to 6.4.1-isaaccapture: CloudXR.js 6.4.0 plus an Info-level Received idle frame log for each server keep-alive frame (the state where a client is connected but no OpenXR app is submitting frames).
The idle-frame handling already in CloudXRComponent (warm-up watchdogs held while idle frames arrive) matches on that exact message, so it now takes effect with the real SDK. Updated its comment, which said the SDK did not emit the log.
Add a getDeveloperSettings() stub to MockCloudXR; the 6.4.x Session interface requires it and the mock failed to typecheck without it.
The build is an unlisted public NGC resource; download_cloudxr_sdk.sh falls back to it after the listed-resource 404 (expected message).
Validation
Downloaded the tarball with scripts/download_cloudxr_sdk.sh; its build/cloudxr.js contains Received\x20idle\x20frame emitted via log.info when a frame is empty.
With the tarball installed: npm test (119 passed), eslint and prettier clean on the touched files. npm run typecheck still reports errors in src/xrInputRecorder*.ts, which this PR does not touch; none remain in tests/mock or the component.
End to end on a Pico headset over --setup-oob --usb-local (USB port forwarding, client built with this SDK), no OpenXR app running: Received idle frame logged from the SDK and the session stayed up well past the 10 s / 30 s warm-up deadlines. After starting an OpenXR app (LÖVR) on the same runtime: decoder warm-up completed, Stream rendering started and the first frame rendered, and idle-frame logs stopped.
Updated the CloudXR web SDK to a newer release. This update includes the SDK’s latest available behavior; no new user-facing controls or workflows are noted.
Documentation
Clarified the description of an idle-status message.
6.4.1-isaaccapture is CloudXR.js 6.4.0 plus an Info-level
"Received idle frame" log on each server keep-alive frame, which the web
client uses to detect that no OpenXR app is connected yet. The build is an
unlisted public NGC resource, which download_cloudxr_sdk.sh already falls
back to.
Add the new Session.getDeveloperSettings() stub to MockCloudXR so the
mock still satisfies the SDK's Session interface, and update the idle-frame
comment now that the SDK emits the log.

Walkthrough
The configured CloudXR web SDK version changes from 6.3.0 to 6.4.1-isaaccapture. Comments now describe the idle-frame message as an Info-level SDK log. The MockCloudXR test mock adds getDeveloperSettings(), which throws an error stating that the mock does not support the operation and directs callers to use a real session.
NVIDIA/IsaacCapture#1293: Adds Synthetic XR browser tests that mock CloudXR transport through MockCloudXR; this change adds a method to that mock for compatibility with the updated CloudXR.Session interface.

Local builds that do not set SDK_VERSION fell back to this package's own
version, which is not the CloudXR.js version, so the banner showed 6.3.0
with a different SDK installed. Fall back to the installed
@nvidia/cloudxr version instead; CI and Docker builds still set
SDK_VERSION from CXR_WEB_SDK_VERSION.

Should this PR also update the remaining 6.3.0 version numbers? I changed the build banner (it now reports the installed SDK version) and left these alone because each means something different:
appInfo.version in the session telemetry is the application version, not the SDK's. The only version the build embeds today is 1.7.x from VERSION, which is not a real version number. Options: send CLIENT_TELEOP_VERSION as is, leave it at 6.3.0, or make the build produce a real version string first.
Docs cloudxr_version badges (also lines 147-171 for the release branches) show the documented CloudXR version, and the metrics table heading says "CloudXR.js 6.3.0". These describe released versions, and 6.4.1-isaaccapture is an unlisted build.
My inclination is to leave 2 and 3 for a bump to a listed release, and change 1 only if we agree what it should report. Thoughts?
…ture
A plain npm install followed the 6.3.0 tarball in package.json while the
download script fetches the version in .env.default, so a direct install
failed without the old tarball or silently used the old SDK. Point the
file: dependency at the 6.4.1-isaaccapture tarball.

…ersion
The web client package version and the telemetry appInfo.version were
still 6.3.0 after the SDK moved to 6.4.1-isaaccapture. Match them to the
SDK the client is built with.

Revert the default-off change now that this branch consumes CloudXR.js
6.4.1-isaaccapture. Its idle-frame log lets the warm-up watchdogs hold while a
runtime with no OpenXR app streams idle frames, so the 10 s begin and 30 s end
deadlines no longer tear down a healthy session that is only waiting for an app.
