Checked locally on julia 1.10.12: Pkg.develop of lib/ControlSystemsBase resolves against the current General registry and import ControlSystemsBase succeeds.

The top-level ControlSystems package also declares julia = "1.6". Since it depends on ControlSystemsBase, it has the same problem at its next registration. It is not changed here.
