This PR raises the julia compat lower bound of ControlSystems from 1.6 to 1.10 and bumps the version to 1.16.0. This matches ControlSystemsBase 1.23.0 (#1073, #1074), which requires julia ≥ 1.10. ControlSystems has no other changes since v1.15.5; the code under
