Preserve the operator's Nov 1 Staunen/Wisdom cross-disciplinary 13-layer research vision before narrow follow-up experiments dilute it. Docs-only. No production ABI, Atlas kernels, CE64 bit meanings, XLOG execution, PR #1914 or xlog#5 changes.

• CE64 59..63 remains EpistemicState5; MUL trust is not encoded there. Contested 46..49, 50..52, 53..58 are marked as conflicting decision/current-code surfaces, not silently ratified.
• F/C evidential semantics, independent source roots, 0+63 thought leases, actual vs inferred vs imagined observations, and qualia measurement vs subjective claims are distinguished.
• Nov 1 XLOG d-xlog-native Amendment E: assimilate XLOG into our algebra, polyfill back to the caller #1910–13 merged progress is acknowledged without claiming full caller API assimilation.
• H8 is a provisional grouping; H9–H13 and neural observatory are hypotheses, not delivered results.
• Existing D-STAUNEN-0..4 remain authoritative research plans. Draft D-STAUNEN-5: resident recursive plasticity, plan + P0/P1 #1914's narrower P0/P1 is not redefined or expanded.
