13-layer scratchpad (#1915).

Handoff prompt. Its text is kept as issued, with a dated note that both PRs merged after it was written.

D-STAUNEN-5 plan:

  • Source root (operator decision). A source root is neither the observer nor the report. It identifies the independent evidential origin, with observer identity, report identity and dependency lineage kept beside it. Repeated accounts of one event do not multiply confidence. No new encoding follows from this.
  • MUL (H12). One prediction and outcome is one calibration observation. Competence and overconfidence need a history of predictions and outcomes under a declared scoring rule. The proposed integration fixture tests trace integrity; it does not demonstrate H12.
  • C0 is a correctness check, not a Staunen claim (xlog#6, test only).
  • P0 ordering leak becomes its own gate before P5/P6. Withheld true edges come first among the candidates, and noise stimuli are appended after the true ones. This does not affect P1's closure result.
  • The 13-layer scratchpad is recorded as the preserved scientific direction, not a supervisory plan that must approve each test.

Board: STATUS_BOARD.md D-STAUNEN-5 row.

The 13-layer scratchpad called #1914 and xlog#5 drafts; both merged on
2026-11-01. The handoff prompt keeps its as-issued text with a dated status
note. D-STAUNEN-5 records the operator's source-root ruling (the independent
evidential origin, with observer, report and lineage kept beside it), that
one prediction/outcome is one calibration observation and not an H12
result, the C0 three-way parity check (xlog#6), and the P0 ordering leak as
its own gate before P5/P6.
