Draft changelog: Broadcasts and developer account endpoints

Summary

Adds an Aug 27, 2026 changelog entry covering the API changes shipped since the last entry (Aug 13).

Changes

• New feature: Broadcasts endpoints for live video (list/get broadcasts, scheduled broadcast CRUD, go live, and broadcast chat management) with broadcast.read/broadcast.write scopes.
• New feature: developer account endpoints (GET /2/account, POST /2/account) with developer.read/developer.write scopes.
• Links to the new API reference pages for each endpoint.

Context

Triggered by the latest OpenAPI spec sync to main, which introduced these endpoints to the spec and generated their reference pages. Neither appears in any prior changelog entry.
