Compatibility

• Leave FluentAssertions unchanged at 7.2.2.
• Retain Microsoft.OpenApi 2.12.2: ASP.NET Core OpenAPI 10.0.13 requires Microsoft.OpenApi >= 2.12.2 and < 3.0.0.
• Retain Trellis.AgentDocs.Packaging and its documented CLI pins at 0.1.0-preview.20, the latest available preview. Other central pins are already current.
• Install the SBOM tool with --allow-roll-forward so its .NET 8 target can use the .NET 10 runtime provisioned by the publishing workflow.

No public API or emitted metric-contract changes. This PR does not publish library packages.
