docs(readme): fix broken star history chart - #319

The star history chart in README and README.zh-CN is currently broken because the previous provider relies on the GitHub stargazer API. Switch the chart to the dera.page instance, which uses a different data source that requires no API token, and update the wrapping links to the hash-based URL form.

The star history chart is currently broken due to GitHub stargazer API restrictions. This switches the chart to the star-history.dera.page instance, which uses an alternative data source that needs no API token, so the chart renders correctly again. Both the English and Chinese READMEs are updated, and the wrapping links now use the hash-based URL form.
